JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission.  They provide the skills that are not readily available in the military, but crucial to support military operations.  The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the position:

This position is part of a formalized management development program and is a CIVILIAN position with the Department of Army. The incumbent will serve as a Regulatory Specialist trainee with the United States Army Corps of Engineers (USACE).

This is a Career Program (CP) #18 position.

If selected for a position, a signed mobility agreement is a condition of employment. This agreement states that in order to be placed in the intern program, or upon graduation from the intern program, you may be assigned to any location, within the Department of Army and that you will move to the new duty location. Failure to relocate can be used as the basis for non-selection. Failure to relocate after appointment can be the basis for your removal from Federal service.

COLA - Alaska: Federal employees in Alaska are currently entitled to receive a 5.57% Cost of Living Allowance (COLA) in addition to the base salary.

  • Recent graduates who have completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution.

    As a Regulatory Specialist (INTERN) you will be responsible for, but not limited to, the following:

    • Assist in the permit application, compliance, and/or enforcement activities in waters of the U.S. or related resources.
    • Assist in the preparation of environmental assessments required by various environmental laws and regulations.
    • Assist in the evaluation of biological impacts of alternative plans for water resources development and management.
    • Assist in the development of plans for mitigation of biological impacts of water resources development and management.

    Basic Qualification Requirements:
    A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
    OR
    B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
    AND

    In addition to meeting the basic qualification requirements in A or B above, one of the following is also required to qualify for the GS-7 Level:         

    a. One year of specialized experience comparable in difficulty and responsibility to GS-5 level work in the Federal service. Such experience may have included assisting in the collection, analysis, and evaluation of scientific data; or, assisting in the evaluation of environmental impacts to natural resources; or, assisting in the collection of vegetative or water quality samples for observation of biological, ecological or physical environmental conditions.

    b. At least one full academic year of graduate education in an appropriate field. 

    c. A combination of education and experience as described in (a) and (b) above, which when combined, equals 100% of the qualification requirements described above.  For example, you have 9 semester hours of related graduate courses (50% of the education requirement) and 6 months of specialized experience equivalent to the GS-05 level (50% of the experience requirement). When combined, your total qualifying education and experience is equivalent to 100% of the qualification requirements (i.e. six months of graduate level education and six months of professional experience.)

    d.  Superior academic achievement in a related undergraduate curriculum.  To qualify for superior academic achievement, you must have one of the following:

    (1) A standing in the upper third of your college class or major subdivision  (e.g. school of biology) at the time you apply.

    (2)  A grade point average of B (2.95 on a 4.0 scale) or its equivalent for all courses completed; (a) at the time of application; or (b) during the last 2 years of your undergraduate curriculum.

    (3) (a) B+ (3.5 on a 4.0 scale) or its equivalent for all courses completed in a qualifying major field of study, either: (a) at the time of application; or (b) during the last 2 years of your undergraduate curriculum.

    (4) Election to membership in one of the national honorary scholastic societies (other than freshman societies) that meets the requirements of the Association of College Honor Society.                                                       

    To qualify based on education, submit an unofficial copy of transcripts or list of courses with credit hours, major(s), and grade-point average or class ranking. Application materials will not be returned. Submit proof of your education with a transcript or list of courses with credit hours, major(s), and grade point average or class ranking.

    Grade point averages should be rounded to one decimal point. For example, 2.95 is rounded to 3.0, and 2.94 is rounded to 2.9.

    NOTE: If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, your S.A.A. claim must be based on class standing or membership in an honor society and you must provide evidence of your class standing or honor society membership with your application.

    You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

    • Only degrees from an accredited college or university recognized by the Department of Education are acceptable to meet positive education requirements or to substitute education for experience.
    • Foreign education must be evaluated for U.S. equivalency in order to be considered for this position. You must include documentation to support U.S. equivalency.

    Other Requirements:
    • Personnel security investigation required.
    • Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
    • Direct Deposit of Pay is required.

    • One-year trial/probationary period required.

    HOW YOU WILL BE EVALUATED:
