The Office of Research and Development (ORD) is seeking an internationally recognized science leader for the position of Director of the Gulf Ecology Division (GED) of the National Health and Environmental Effects Research Laboratory (NHEERL) in Gulf Breeze, Florida. ORD is filling this position using EPA's Title 42 Authority, which offers up to 5-year renewable term appointments at highly competitive, market-based salaries. The salary may be up to $200,000 per year, dependent upon qualifications, experience and other factors (e.g., current salary). The position is part of a larger EPA effort to use state-of-the-science approaches and technologies in its mission of protecting human health and the environment.
SPECIAL NOTE: The position is subject to the Ethics in Government Act of 1978. Appointment will be subject to applicant's completion of a background security investigation and favorable adjudication. Also, appointment will be subject to applicant's completion of a financial disclosure process which includes completing an OGE Form 278, Public Financial Disclosure Report.
This incumbent serves as the Director of the Gulf Ecology Division (GED) of the National Health and Environmental Effects Research Laboratory (NHEERL) in the Office of Research and Development (ORD). NHEERL is responsible for formulating and implementing a comprehensive research program as a component of the integrated, transdisciplinary research that constitutes the overall ORD research portfolio. The NHEERL program is designed to investigate the effects of environmental pollutants and other anthropogenic stresses on human health and the ecosystems in which we live. NHEERL is the focal point for toxicological, clinical, epidemiological, and ecological research within the Agency. NHEERL scientists utilize a broad range of molecular, cellular and animal assays along with human and ecological studies to produce methods, models and data needed to inform the Agency’s health and ecological risk assessment processes. In addition to its intramural research, NHEERL fosters collaborative research projects with other government agencies, academia and other scientific institutions to complement NHEERL and ORD’s mission-oriented efforts as well as to ensure that the Agency has the benefit of the highest quality peer-reviewed science.
The incumbent is responsible for scientific leadership of the Division and has substantial hands-on involvement and participation in the scientific research of the Division. It is expected that the incumbent will serve as a leader in the development and oversight of an innovative, integrated multi disciplinary research program which conducts ecological effects research to assess sustainability of estuarine and coastal systems, determine causes of affected and declining systems, predict future risks to population and ecosystems, and support development of criteria to protect coastal systems of the Gulf of Mexico and the southeastern United States. In addition, the incumbent will serve as a lead for developing collaborative research projects with entities outside NHEERL, both within and outside the Agency. The GED Director will serve as a lead for communicating the impact of research both to partners within the Agency and to entities outside the Agency.
Major duties are as follows:
Plans, develops, organizes, directs and implements a highly technical and complex science research program that has nationwide impact.
Serves as leader of an integrated research program in the assessment of the effects of contaminants and environmental stressors on ecosystem integrity.
Serves as senior spokesperson/representative for ORD in the area of ecological assessment, including participation on workgroups within and outside EPA.
Works in close coordination with appropriate management and staff across all NHEERL Divisions and ORD laboratories and centers and seeks to maximize integrated, multidisciplinary collaborations in addressing the Agency’s high priority science issues.
