JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission.  They provide the skills that are not readily available in the military, but crucial to support military operations.  The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:

Real Estate Division manages the work of the work of the Division through subordinate supervisors who are assigned responsibility for major elements of the program. Administer an extensive real estate acquisition and land management program involved in the civil works development of the Great Lakes basins for flood control, navigation, recreation, and special acquisition projects for other government agencies. Participates and is actively involved in project scope, time, cost, and quality issues to meet customer/partner expectations.

-Administers an extensive real estate acquisition and land management program involved in the civil works development of the Great Lakes basins for flood control, navigation, recreation, and water conservation, and support for real estate activities within the boundaries of the basin and special acquisition projects for other government agencies.

-Participates and is actively involved in project scope, time, cost, and quality issues to meet customer/partner expectations.

-Plans and organizes the broad phases and determines general policies, technical requirements, and methods of accomplishing the work program.

-Coordinates planning and work accomplishment with that of other divisions of the district, higher echelons, other government agencies and private interests, through correspondence and consultation.

-Studies directives, instructions, policies and procedures and determines methods of application to the work program.

-Provides staff supervision of real estate activities for the District.

-Personally participates in the negotiations for acquisition, management, and disposal of real estate involving complex agreements, and dealings with high officials of corporations and government.

-Exercises delegated authority for the commander in negotiating and executing options, leases, sales and other contractual agreements and documents.

-Performs the necessary managerial planning and studies for the administration of the real estate program, such as preparing annual and special budgets, initiating reports on status of work progress, issuing local policies and establishing operating procedures, attending staff conferences, handling personnel matters, and other similar items pertaining to the operation of a large staff and line organization.

-Plans and provides for both long-range and short-term training and assists employees in career development. -Recommends personnel actions, promotes incentives, and maintains good employee communications and relations.

-Keeps employees informed, counsels employees when necessary or requested, and administers constructive discipline.

Experience required:

To qualify for this GS-14 position, applicants must possess one year of specialized experience equivalent to the next lower grade level GS-13. Specialized experience is defined as: 1)preparing acquisition budgets and planning reports required for development, 2) acquisition of projects, 3)administering contracts for title, mapping, and surveying products, and 4)providing oversight of land acquisition, internally and/or by other non-federal sponsors.

·        This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for certification at Level II in Acquisition Career Field "Facilities Engineering" within 24 months of entrance on duty.

·        Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006.

HOW YOU WILL BE EVALUATED:
