NOTE:  This is a TERM appointment not-to-exeed one (1) year and one (1) day.  Term appointments are non-status, non-permanent appointments of limited duration.  Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, with-in-grade increases, and Federal Employees Retirement System and Thrift Savings Plan coverage.  Term appointments may be extended without further competition.

The location of this position is in the Health Services Research and Development Office of the Department of Veterans Affairs, Central Arkansas Healthcare System (CAVHS), North Little Rock, AR.

Major Duties and Responsibilities Include:

  • Serves as liaison and point-of-contact between the Mental Health (MH) Quality Enhancement Research Initiative  (QUERI) Director, Executive Committee members work group and council members, local staff and co-clinical coordinator at off sites.
  • Coordinates the timely submission of the MH QUERI annual report and strategic plan that is submitted to the QUERI center at the VA Central Office and viewed by national leaders.
  • Evaluates documents for distribution to the Coordinating Center Staff, Executive Committee, work groups, and council members.
  • Manages MH QUERI database, overseeing data base entry and the annual reporting process as well as managing the work of the data entry personnel.
  • Chairs the weekly Coordinating Center meetings and develops call notes and distributes to group prior to the following meeting.
  • Forecasts agendas and pertinent hand-outs for Coordinating Center meetings, monthly leadership calls, work group and council meetings.
  • Fabricates all aspects of the yearly Executive Committee meeting which involves national leaders throughout the country.
  • Supervises the direction for MH QUERI administrative support personnel.
  • Recruits project personnel including interviewing and making recommendations on hiring.
  • Supervises, evaluates, trains, and directs the work of the personnel on and off site.
  • Supervises performance appraisals for all MH QUERI personnel.
  • Screens personnel assignments based on project and personnel needs.
  • Executes functions necessary to acquire or retain, train, and evaluate personnel.
  • Formulates the MH QUERI budget to assure that the budget is sufficient to meet staffing needs.
  • Manages the salary percentage of each staff member so as to balance the budget and neither under nor over utilize budgeted amounts.
  • Recommends MH QUERI personnel salary adjustments when needed.
  • Formulates estimates to be used for salaries, travel. equipment, and supplies.
  • Regulates the budget for approving official, ensuring appropriate procurement of Mental Health QUERI resources.

 Work Schedule: Monday - Friday, 8 a.m. - 4:30 p.m.

In order to qualify for this position you must meet one of the following:

GS:11: One (1) full year of *specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Supervisory Program Specialist. *Specialized experience is experience supervising a staff; administration and coordination of a health services research grant program on mental health issues; analyzing and developing recommendations for improvement in program operations and objectives; excellent communication skills (both presenting and written) evidenced by experience developing detailed technical written documents, making presentations and briefings, and providing recommendations to officials; knowledge of statistical, accounting, budget, and economic principles and techniques; preparing reports; and proficiency in using computer systems for word processing, spreadsheets, and database packages. ~OR~  Successfully completed a Ph.D. or equivalent doctoral degree or three (3) full years of higher level graduate education leading to such a degree in a field closely related to this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Education cannot be credited without documentation.~OR~ Have equivalent combinations of successfully completed progressively higher level graduate education (beyond the second year) and specialized experience, as described above, which meet the total experience requirements for this grade level.   • SKILL TO CONDUCT OR COORDINATE SPECIAL ADMINISTRATIVE PROJECTS ON A LOCAL AND NATIONAL LEVEL AND ABILITY TO PROVIDE FOR HEALTH SERVICES RESEARCH PROJECTS ON MENTAL HEALTH ISSUES SUCH AS SCHIZOPHRENIA, DEPRESSION, ETC.
  • KNOWLEDGE OF BUSINESS ADMINISTRATION AND MANAGEMENT PRINCIPLES, COORDINATION OF THOSE FUNCTIONS IN A RESEARCH ENTITY, COORDINATION OF CONFERENCES AND MEETINGS, AND PERSONNEL ADMINISTRATION.
  • KNOWLEDGE OF BUDGETARY AND FISCAL MANAGEMENT AND REPORTING IN A RESEARCH SETTING.

PHYSICAL REQUIREMENTS: The work is primarily sedentary, although some slight physical effort may be required such as carrying and lifting of light items (paper and files) and medium weight items such as computers and chairs.

Applicants will be ranked based on four quality groups, as follows:

  • Best qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position;
  • Highly qualified - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job;
  • Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job; and
  • Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.
