The selectee may have to take up to 23 furlough hours (unpaid time off) by September 30, 2013.  The number of furlough hours the selectee has to take will be proportional to the selectee's start date.

You will:

Develops, analyzes evaluates, advises on, or improves the effectiveness of work methods and procedures, organization, manpower utilization, distribution of work assignments, delegations of authority, management controls and other functions of management within the Office. Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs in meeting established goals and objectives.  Performs analysis of the impact and effectiveness of existing and/or proposed standards, regulations, programs and policies. Provides position management advice and recommendations to the Management team on the distribution of the workload and the skills mix or categories of employees needed to accomplish the work of the Office.  Works with the Office Director on projects of a broad scope involving national significance, consistency or precedence setting. Participates in national level tasks, regional task forces, committees, and conferences on issues pertaining to administrative controls or operations, as assigned by the Office Director. Provides advice and support to the Office Director and the Management Team on complicated administrative issues.  Recommends adjustments in approach to resolve any outstanding issues and assists in achieving overall program planning outputs.

You do not need a degree to qualify for this position.

We are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-15 level, your resume must reflect one year of full time experience equivalent to the GS-14 grade level defined as applying strategic thinking in devising methods, programs or plans to address emerging issues; negotiating with managers or other high-level officials to reach agreements and/or solutions; and establishing and monitoring the performance and progress of a team in meeting goals and objectives.; and experience negotiating with management to accept and implement recommendations/proposals.

Your answers to the on-line assessment will be used to evaluate your competencies in the following areas: 

Knowledge of concepts and principles of program management in order to handle complex and difficult assignments.

Ability to synthesize complex material into concise clearly understood briefings for the Office Director and others.

Ability to coordinate and negotiate programs assignments and commitments to assure commitments are met.

Ability to communicate orally effectively with senior officials both within and outside the Agency.

Ability to communicate in writing effectively with senior officials both within and outside the Agency.

Knowledge of EPA staffing plans and budgets systems in order to assist the Region insetting program goals.

Ability to set and implement program goals.

Ability to establish a working relationship with internal and external customers.


This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.

You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.
