A term appointment lasts greater than one year but not more than four years and is of a project nature where the job will terminate upon completion of the project. Term appointments may be extended up to 4 years without further announcement. This position is located in the Directorate for Healthcare Business, Naval Medical Center San Diego.  The incumbent is responsible for planning, developing, implementing, evaluating and monitoring a comprehensive traumatic brain injury (TBI) program for participating military treatment facilities (MTF) in the Southern California Navy Medicine West (NMW) Region.  The incumbent serves as an advisor and consultant to MTF leadership, staff, and DoD and non-DoD partners by develoing, implementing and establishing standards, policies and procedures for TBI program elements that reflect and comply with standards of practice for the treatment and management of TBI patients.

·         Serves as the Southern California Regional subject matter expert for the Office of Neurotrauma (ONT) Concept of Operations (CONOPS).

·         Supervises Traumatic Brain Injury (TBI) Program staff at participating Military Treatment Facilities.

·         Oversees the programmatic, educational, coordination of care, rehabilitation, recovery management and clinical/administrative initiatives that support the Navy Medicine West (NMW) ONT CONOPS.


·         Reviews current and developing standards of practice for TBI to establish and define policies/guidelines for how a patient’s clinical condition and status is reviewed and plan of care is outlined, documented and coordinated.

Specialized experience must demonstrate the following:


  • Applying a wide range of management principles and theories applicable to integrated healthcare delivery systems.
  • Experience with Uniformed Services Medicine and Military Treatment Facilities missions, functions, programs and history necessary to formulate, justify and execute financial plans necessary to support short and long range program goals and objectives.
  • Execution of administrative, eductional and clinical plans necessary to support short and long range program goals and objectives consistent with ONT CONOPS and NMW mission and vision.
  • Experience with medical terminology, treatment programs, medical equipment and standard medical studies.


QUALITY RANKING FACTOR: This position has a Quality Ranking Factor (QRF). This is a quality ranking factor that could be expected to significantly enhance the performance of the applicant in the position.  The actual QRF is a Master's Degree or higher Healthcare or Educational related fields.   You do not have to possess the factor in order to be rated eligible; however, applicants possessing the factor will receive additional points. Possession of the factor must be verifiable by submission of your transcripts.
