Major Duties:

·      Serves as the Operations Earned Value Management (EVM) Implementation Division Director. The incumbent directly supervises 8 EVM Functional Team leads and indirectly leads 72 EVM specialist as well as leading multi-functional, multi-organizational review teams that analyze, assess and determine the capability and adequacy of suppliers Earned Value Management Systems (EVMS) relative to meeting the intent of the 32 guidelines of American National Standards Institute/Electronics Industries Alliance 748 (ANSI/EIA-748).

·      Responsible for planning, coordinating, and carrying out the EVM Implementation Divisions mission of determining contractor EV system performance. Responsible for directing and supervising other supervisory team members.

·      Responsible for overseeing technical appropriateness, soundness, and interpretations of work product results of the division.

·      Provides expert advice on EVMS matters pertaining to current weapons and future weapons systems and associated operational issues.

·      Provides coordination and expert level opinion in developing, finalizing and implementing EVMS policies, instructions, guidelines, concepts of operations, best practices, training, lessons learned and EVM tools.

·      Utilizes professional engineering or mathematical, statistical, econometric or other scientific knowledge and expertise to provide recommendations and advice throughout the DoD enterprise on Earned Value Management matters pertaining to weapons systems acquisition and associated operational issues.

·      Oversee the execution of independent cost and schedule and economic analyses for a category of conceptual and advanced weapon system programs to support major Office of the Secretary of Defense acquisition, strategy, programming, and funding decisions.

·      Develops enterprise-wide initiatives to improve the use of EVM throughout DCMA and supports the DCMA Chief Operations Officer/Deputy Chief Operations Officer, Region Commanders, and CMO Commanders/Directors.

You may start at the GS-15 if you have the following qualifications:  

Specialized Experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade (GS-14).  Specialized experience is defined as analyzing data for the review and validation of program cost/schedules data as it pertains to implemented Earned Value Management Systems, and experience performing cost performance reporting and management oriented audits in order to evaluate the application of performance measurement systems. Also includes an expert level understanding of ANSI/EIA-748 EVMS Guidelines and associated criteria, and extensive experiencing leading or providing programmatic assistance to professional individuals responsible for assessing the adequacy of the contract performance measurement baseline in terms of technical scope, schedules, budgets, and earned value methods for reflecting accurate contract performance. Experience leading or providing programmatic assistance to professional individuals responsible for assessing the adequacy of the contract performance measurement in terms of technical scope, schedules, budgets, and earned value methods for reflecting accurate contract performance. ·     This is a Defense Acquisition, Logistics and Technology Workforce position.  Selectees must meet position requirements for certification at Level III within 24 months of entrance on duty.

·   CRITICAL ACQUISITION POSITION. This is a designated Critical Acquisition Position. Individuals selected must either be an acquisition corps member or be eligible for a waiver prior to entrance on duty.

·    Must sign a mobility agreement if selected.

·   You will be required to provide proof of U.S. Citizenship.

·      Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.

·      One-year supervisory probationary period may be required.

·      One year trial/probationary period may be required.
