We are the Department's contract manager, responsible for ensuring Federal acquisition programs, supplies, and services are delivered on time, within cost and meet performance requirements.

About the Position:

This position is an Eastern Region Command position in the Human Capital Aqcuisition Directorate, Defense Contract Management Agency (DCMA) located in Pittsburgh, PA.

Moving Expenses will not be paid.

Incentives will not be authorized.

Business Travel required 25% of the time.

·         Performs price and cost analyses on the various elements of major contractor proposals, reviewing in detail the significant direct and indirect cost elements


·         Develops and recommends price/cost objectives for negotiations.


·         Forecasts price trends, economic factors and efficiencies in production for future accounting periods using analytical techniques such as random sampling, cost models, learning curves, and parametric cost models.


·         Requests, coordinates and integrates into a comprehensive pricing report the various technical evaluations of cost elements such as engineering; start-up labor; facilities; subcontractor overhead and profit; inefficiencies of idle labor; special delays and standby costs; escalation factors; home office allocations; job site/field service costs; overhead; and profit.


·         Reviews and evaluates contract price proposals for adequacy and compliance with laws and regulations, and with the Cost Accounting Standards (CAS).


·         Evaluates financial statements, commercial credit reports, cash flow, and other financing arrangements (such as guaranteed loans) to establish the contractor’s financial capability to successfully perform the contract to completion.

Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-11). Specialized experience is defined as: experience analyzing a variety of proposed procurements, audit reports, cost and pricing data and experience consulting with contractor personnel to make pricing decisions.

BASIC EDUCATION REQUIREMENT for 1102 Positions within Department of Defense:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.


At least 24 semester hours in any combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree)

NOTE: Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000 are also exempt from meeting this requirement.

For consideration, your resume MUST indicate that you possess a Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees AND your resume MUST show that you possess at least 24 semester hours of study from an accredited institution of higher education in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management obtained within or in addition to the bachelor's degree. ·    The experience described in your resume will be evaluated and screened for the Office of Personnel Management's basic qualification requirements, and the knowledge, skills, and abilities needed to perform the duties of this position as described in this vacancy announcement.

·    This is a Defense Acquisition, Logistics and Technology Workforce position.   Selectees must meet position requirements for certification at Level II within 24 months of entrance on duty.
