The VA Black Hills Health Care System (VA BHHCS) is located in the beautiful Black Hills of western South Dakota, where we are known for our blue skies, pine forests, rich history, moderate climate and friendly western hospitality. VA BHHCS provides primary and secondary medical and surgical care, along with residential rehabilitation treatment program (RRTP) services, extended nursing home care and tertiary psychiatric inpatient care services, for veterans residing in South Dakota and portions of Nebraska, North Dakota, Wyoming and Montana. Care is delivered through the Fort Meade (near Sturgis) and Hot Springs VA Medical Centers, as well as through a number of community-based outpatient and rural outreach clinics. The full performance level of this vacancy is GS-13. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-11 to GS-13. he Professional Standards Board (a peer-review group) will review the selected candidate’s education and experience and recommend the step at which the candidate will be placed in that specific grade.  The salary is based on the grade and step approved for the selected candidate.

This position is located in the Home Based Primary Care Program (HBPC) within the Extended Care and Rehab Service Line at the Hot Springs and Fort Meade campuses with travel to Veteran homes primarily within the service area of the HBPC teams. As the mental health provider for the Home-Based Primary Care (HBPC) teams, this individual will:

1.) Perform mental health prevention, assessment, treatment, management, and professional consultation services.

2.) Visit patients in various settings, including their home, other nursing homes, or assisted living centers.. 

3.) Provide coverage in other geriatrics and extended care settings including but not limited to Medical Foster Home, Dementia, Hospice/Palliative Care and Caregiver Support.

4.) Promote communication/interactions between medical team members, other service lines, patients, and their families to facilitate the medical treatment process

5.) Train staff members on managing behavioral issues

The incumbent needs to have a keen awareness of customer service concepts. The ability to manage activity in a busy outpatient setting involving a variety of patients from varying socioeconomic and educational backgrounds. Demonstrated ability to work collaboratively in a multidisciplinary team.  Strong clinical assessment and organizational skills as well as highly developed and effective interpersonal skills and consistent ability to project a positive image for VA Black Hills Health Care System are required.

Location: Extended Care and Rehab, Fort Meade or Hot Springs, SD

Work Schedule: Monday - Friday 7:00am to 4:00pm

BASIC REQUIREMENTS.

The basic requirements for employment as a VHA psychologist are prescribed by: Public Law 96-151 codified in Title 38, U.S.C. § 7402. To qualify for appointment, all applicants for the position of psychologist in VHA must meet the following:

Citizenship. Citizen of the United States.

Education

(1) Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA). The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed.

AND

(2) Have successfully completed a professional psychology internship training program that has been accredited by APA. Exceptions: (1) new VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Central Office of Academic Affiliations at the time that the individual was an intern and (2)

VHA facilities who offered full one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement.

Licensure. Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, Commonwealth of the United States (e.g., Puerto Rico), or the District of Columbia.

GRADE DETERMINATIONS:
1) GS-11

(a) Experience. None beyond the basic requirements.

(b) Assignment. Staff psychologists at this level diagnose mental disorders, conduct psychological and/or neuropsychological assessments, treat mental disorders through a variety of modalities, and provide adjunctive interventions for treatment of medical disorders. They practice under the close supervision of a licensed psychologist.

(2) GS-12

(a) Experience. In addition to the basic requirements at the GS-11 level, at least 1 year of experience as a professional psychologist equivalent to the next lower grade level. Individuals assigned as GS-12 psychologists may be in the process of obtaining licensure at the independent practice level. If unlicensed, the individual must be supervised by a licensed psychologist and the experience and supervision must meet the standards for psychology licensure. In addition, the candidate must demonstrate the following KSAs:

(b) Demonstrated Knowledge, Skills, and Abilities

1. Knowledge of, and ability to apply, a wide range of professional psychological theories and assessment methods to a variety of patient populations.

2. Ability to develop coherent treatment strategies.

3. Ability to incorporate new clinical procedures.

(c) Assignment. At the GS-12 level, unlicensed psychologists practice under the supervision of a licensed psychologist, but with less need for consultation than at the GS-11 grade level. They may be assigned to any program area.

(3) GS-13

(a) Licensure. Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, Commonwealth of the United States (e.g., Puerto Rico), or the District of Columbia.

(b) Experience. In addition to the experience requirements at the GS-12 level, at least 1 additional year of experience as a psychologist equivalent to the next lower grade level. In addition the candidate must demonstrate the following KSAs:

(c) Demonstrated Knowledge, Skills, and Abilities

1. Knowledge of, and ability to apply, advanced professional psychological theories and techniques to the full range of patient populations.

2. Ability to provide professional advice and consultation in areas related to professional psychology and behavioral health.

3. Knowledge of clinical research literature.

4. For supervisory assignments

a. Ability to provide supervision in areas related to behavioral health and social services provision in order to accomplish the organizational goals and objectives.

b. Ability to provide fair, principled and decisive leadership for a work environment that promotes shared accountability.

Physical Requirements: The Psychologist position will require light lifting and light carrying under 15 pounds, some walking and standing most of the work is performed by working alone.
