SUMMARY OF DUTIES:

  • Assist the Project Manager in development of the Irrigation Branch budget.
  • Review daily transaction payments.
  • Analyze budget reports, expenditures and obligations.
  • Design and organizes the records tracking system.
  • Reviews monthly undelivered orders and budget reports.
  • Researches undelivered orders to be de-obligated.
  • Prepare quarterly justification reports for retaining undelivered orders.
  • Ensures timely and proper completion of annual performance ratings.
  • Responsible as a government credit card holder for purhasing supplies and materials.
  • Analyze daily and montly budget reports pertaining to expenditures used for administrative functions.

EXPERIENCE AND EDUCATION REQUIREMENTS:  (OPM Operating Manual, Qualification Standards for Clerical and Administrative Support Positions, GS-0303: Miscellaneous Clerk and Assistant Series).

 

For the GS-07 grade level:  1 year of specialized experience equivalent to the GS-6 grade level.

 

SPECIALIZED EXPERIENCE:  Examples of qualifying specialized experience include to perform a broad variety of administrative support, accounting, procurement, personnel, contract and budgetary functions, such as answering telephone calls and greeting visitors; processing time and attendance records; preparing correspondence and reports; maintaining office filing systems; analyzing budget reports, expenditures, obligations and available balances, scheduling meetings and making travel arrangements; and ensuring that all requests for action or information are acted upon and due dates are met.


 

SUITABILITY, CLEARANCE & REQUIREMENTS:  A background security investigation will be required for all new hires. Appointment will be subject to the applicant’s successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.

 

MOTOR VEHICLE OPERATION:  Occasionally operate a motor vehicle, but not on a regular basis. 

 

TELEWORK INDICATOR:  the Bureau of Indian Affairs has determined that the duties of this position are not suitable for telework under any circumstances. 

HOW YOU WILL BE EVALUATED:

    Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C, and will be evaluated on their ability to perform the duties of the position rather than length of experience. Eligibility will be determined by the relevance, scope and quality of all experience and training.

     

    Applicants will be evaluated and rated under the Category Rating and Selection procedures. Under category rating, applicants who meet basic minimum qualification requirements established for the position and whose job-related competencies or knowledge, skills, and abilities have been assessed are ranked in two or more predefined quality categories. The final certificate will group applicants into the top category, applying veterans’ preference as appropriate, instead of ranking the applicants in numeric score order.

     

    If basically qualified, you will be further evaluated to assess the quality, depth, and complexity of your accomplishments, experience, and education in relation to the job related competencies or knowledge, skills, and abilities required for the position and placed in one of the following categories:

     

    BEST QUALIFIED: Applicants that possess all of the job related competencies identified as important for successful job performance.

    WELL QUALIFIED: Applicants that possess a majority, (i.e., more than half but not all) of the job related competencies needed for successful job performance.

    QUALIFIED: Applicants meet the basic eligibility and minimum qualification requirements but do not meet the definition of Best Qualified or Well Qualified as described above.

     

    Preference Eligible’s are listed ahead of non-preference Eligible’s within each quality category.  Veterans’ preference is absolute within each quality category. Compensable veterans (CPS and CP) will "float" to the top of the highest category regardless of their final rating, except for Professional positions at GS-9 & above where they would be placed at the top of the category determined by their final rating. Non-compensable veterans (XP and TP) will go to the top of the category provided their final rating meets the cut-off rating for that category.
