JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission.  They provide the skills that are not readily available in the military, but crucial to support military operations.  The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:
This position is being filled under the Expedited Hiring Authority for Acquisition Positions in accordance with the Duncan Hunter National Defense Authorization Act.

This position is part of the U.S. Army Contracting Command, which was established on March 14, 2008. The mission of the Army Contracting Command is to oversee more than $85 billion in contracts annually and focus on maintaining and improving the Army's ability to respond globally in support of the warfighter's needs. The ACC-RI consists of seven buying divisions and two support divisions: Ammo Contracting, Installation Contracting; Chemical Demil; Sustainment Contracting, Reachback Contracting, LOGCAP Contracting, Information Technology Contracting, Contract Support, and Pricing.

This is a TERM position NOT TO EXCEED (NTE) 13 months, but may be extended up to 4 years.

As a Contract Specialist, you will be responsible for the following:

  • Performs per-award, recommends award, and accomplishes post-award functions of large dollar value contracts.
  • Reviews the procurement data package for contracting suitability.
  • Plans the procurement action with technical, legal and contract pricing personnel for full and open competition or other than full and open competition.
  • Prepares applicable determinations and findings, attends per-proposal conferences, receives and evaluates proposals in conjunction with price/cost analysts or other technical personnel.
  • Serves as the contracting officers' representative negotiations and provides technical advice to contractors representatives regarding contractual requirements, limitations, interpretations of mandatory contractual terms and provisions.
  • Prepares reports on completed contract, funds de-obligated, claims settled and other required actions affecting closing.

GS-07: Applicants must identify in their resume that they possess one year of specialized experience at the next lower grade level (GS-05) or equivalent. Specialized experience is defined as: determining types of contracts to meet mission requirements, requirements, requisitioning solicitation, using report finding techniques, meeting deadlines, and preparing correspondence.

OR

Education: To qualify at the GS-07 using education, you must completed one full year of graduate level education or superior academic achievement from an accredited college or university. (Note: You must attach a copy of your transcripts.)

OR

Combination of Specialized Experience and Education: You must possess specialized experience as described above, but less than one year; and have less than one year of graduate level education as described above. If you have computed the percentage of the requirements that are meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) GS-09: Applicants must identify in their resume that they possess one year of specialized experience at the next lower grade level (GS-07) or equivalent. Specialized experience is defined as: performing developmental and/or recurring assignments in support of a local installation or in a centralized procurement activity; Reviews requisitions to determine that proper specifications or purchase descriptions are included in solicitation documents; Contacts technical personnel to resolve questions of applicability of specifications, classifications of terms, or acceptance of substitute items; Evaluates bids or proposals for compliance with specifications or purchase descriptions and applicable clauses.

OR

Education: To qualify at the GS-09 using education, you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related from an accredited college or university. (Note: You must attach a copy of your transcripts.)

OR

Combination of Specialized Experience and Education: You must possess some specialized experience as described above, but less than one year; and have more than one year of graduate level education, but less than two years of graduate-level education as described above. If you have computed the percentage of the requirements that are meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 18 hours (total semesters hours minus 18) by 18. Add the two percentages. GS-11: Applicants must identify in their resume that they possess one year of specialized experience at the next lower grade level (GS-09) or equivalent. Specialized experience is defined as: reviewing requisitions and determines appropriate method of procurement; Develops procurement plans; performs detailed analysis of bids or proposals received; Prepares and issues solicitation documents; review of past bids and awards, request of pre-award survey, and establishment of price reasonableness by either price or limited cost analyses.

OR

Education: To qualify at the GS-11 using education, you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related from an accredited college or university. (Note: You must attach a copy of your transcripts.)

OR

Combination of Specialized Experience and Education: You must possess some specialized experience as described above, but less than 1 year; and have more than two years of graduate level education, but less than three years of graduate-level education as described above. If you have computed the percentage of the requirements that are meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 36 hours (total semesters hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) (Note: You must attach a copy of your transcripts.)

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade (or equivalent).


Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the following education requirements:

Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees; and at least 24 semester credit hours in any combination of the following disciplines: accounting, business, finance, law contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the Bachelor's Degree or in addition to the degree.) Only degrees from an accredited college or university recognized by the Department of Education are acceptable to meet positive education requirements or to substitute education for experience.
