The Economic Research Service (ERS) conducts broad programs of economic and other social science research and analysis relating to agriculture, food, natural resources and rural America for use by public and private decision makers.  ERS' clients are the executive and legislative branches; environmental, consumer and public interest groups, including farm and industry groups; and the general public.

 

This position is located in the Economic Research Service (ERS), Market and Trade Economics Division (MTED), Food Security and Development Branch (FDSB), in Washington, DC. 

 

The Market and Trade Economics Division (MTED) mission is to conduct research on U.S. and global economic factors affecting markets for agricultural products. The MTED research program includes development and dissemination of market information, analysis of domestic program and trade policy alternatives, commodity and trade forecasts and projections, and special studies of emerging developments in domestic and international markets. Data indicators, forecasts, and special studies are disseminated to the policy makers, program officials, and the public in publications, briefings, and electronic products.

 

The Food Security and Development Branch (FSDB) monitors, analyzes and conducts research on global food security and development, covering all four components of food security (availability, access, utilization and stability).  The Branch produces timely assessments of global food security conditions, monitors ongoing food security conditions, and analyzes developments of importance to US government policymakers and the community of food security and development stakeholders. The branch develops analytical frameworks that support research on issues that will be of interest to the United States, including forces affecting global food security (macroeconomic conditions, agricultural productivity, agricultural markets, food security and agricultural development, impacts of global climate change) as well as assessments of alternative policy options for responding to food security challenges.

The Economic Research Service (ERS) seeks a Research Agricultural Economist for a position that involves responsibility for formulating research plans, developing methodology, determining data needs, and defining resources needed to carry out complex economic research and analysis programs of great significance, difficulty, and national importance.

 

The incumbent’s assignment represents an in-depth investigation of a specialized area of economics, requiring expertise in development and international food security, familiarity with household level data and research, and expertise in geospatial analysis and modeling.  This research involves key issues related to development and food security in Africa, Asia or Latin America, including the relationship between agricultural development strategies and food security, the development of effective agricultural value chains and markets, the operation of national and regional food security policies, and the evaluation of alternative policies to improve food security.

Basic Requirements:

 

Degree: A bachelor’s (or higher) degree in economics that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

 

OR

 

Combination of education and experience -- courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

 

In addition to the Basic Requirements listed above:

 

GS-12: Applicants must have at least one year of specialized experience equivalent to the GS-11 level in the Federal service which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position.  For this position, specialized experience is experience applying advanced economic research methodologies to the conduct of research on international trade or economic development issues related to agricultural commerce or food security issues in developing countries.

 

Or

 

Completed (or expect to complete within 9 months) a Ph.D. or equivalent doctoral degree in agricultural economics or related discipline

 

GS-13: Applicants must have at least one year of specialized experience equivalent to the GS-12 level in the Federal service which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position.  For this position, specialized experience is experience conducting research on global agricultural commerce and food security needs of developing countries in Asia, Latin America, or Africa.

 

GS-14: Applicants must have at least one year of specialized experience equivalent to the GS-13 level in the Federal service which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position.  For this position, specialized experience is experience conducting research on factors affecting global food security and developing assessments of alternative policy options for responding to food security challenges in developing countries in Asia, Latin America, or Africa.


Education and experience may be combined for all grade levels for which both education and experience are acceptable.

Your qualifications will be evaluated on the following competencies:

 

GS-12/13/14:

  • Knowledge of advanced agriculture economics, microeconomics and quantitative analysis techniques.
  • Knowledge of geospatial analysis and modeling techniques.
  • Skill in conducting research on emerging issues regarding food security at the household level.
  • Skill in drafting comprehensive reports and papers that provided recommendations on complex and critical areas of global food security and development issues.

GS-13/14:

 

  • Skill in analyzing food security issues using household level data and geospatial techniques for developing countries in Africa, Asia or Latin America.

GS-14:

  • Skill in presenting briefings and conducting high level conferences on technical and complex agricultural economic research issues.
