WORK SCHEDULE:  MONDAY THROUGH FRIDAY - 8:00AM TO 4:30PM

***RELOCATION INCENTIVES/MOVING EXPENSES ARE NOT AUTHORIZED.***

 

This position is located at Health Economics Resource Center (HERC), Health Services Research and Development (HSR&D), VA Palo Alto Medical System. The incumbent will oversee various phases of health economics research as a project manager such as coordinating and carrying out data collection; conducting academic publication searches; assisting with data preparation and analysis; project monitoring and documentation; and administrative duties associated with project completion and report dissemination.

 

Major duties and responsibilities include:

·           As a senior level Research Health Science Specialist, the incumbent will manage all phases of health economics and health services research conducted by HERC, including:

·           Manage several, complex research projects and function domains in collaboration with the study economist. Provide administrative support, for example by preparing IRB submission applications and grant proposals.

·           Provide center-wide leadership in project management, including initiatives to standardize grant proposal development, IRB and other data approval processes, budget development, data collection instruments, development of study operations manuals and compliance with reporting requirements.

·           Mentor research staff regarding HERC protocols, research methods and regulatory requirements.

·           Create and maintain databases used for research purposes, and ensure that the stored data for research projects comply with all administrative procedures and policies.

·           Author or co-author manuscripts describing research findings, to be published in professional scientific journals, books, guidebooks and technical reports.

·           Present research findings at professional conferences.

·           Analyze research data using SAS or Stata.

·           Provide verbal and/or written information to customers. Identify customers' situations and work to resolve their questions and issues. Listen to customer feedback and resolve matters within his/her control. Refer questions/issues not within the incumbent's control to appropriate staff.

Time-in-Grade Restriction - Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

 

SELECTIVE PLACEMENT FACTOR (SCREEN-OUT)

Demonstrated experience in authoring or co-authoring study results on health economics or health services research to be published in professional scientific journals, books, guidebooks and technical reports. IF SO, MUST SUBSTANTIATE IN FEDERAL RESUME.

 

BASIC REQUIREMENT

Successful completion of a full 4 year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study or specific course requirements related to the health sciences or allied sciences appropriate to the work of the position. In addition to meeting the basic education requirement noted above, this position requires:

SPECIALIZED EXPERIENCE

One (1) year of specialized experience equivalent to at least the GS-11 level in the Federal service. Specialized experience is progressively responsible experience, which has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and is in or related to the work of the position.

SUBSTITUTION OF EDUCATION

Successful completion of a  Ph.D or equivalent doctoral degree, in a major field of study related to the health sciences or allied sciences appropriate to the work of the position. COMBINATION

A combination of specialized experience and related graduate education as described that demonstrates your ability to perform the duties of the position is fully qualifying at the GS-12 grade level. You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:

KSA 1 – Ability to provide leadership as a project manager to conduct health services and health economics research.

KSA 3 - Ability to communicate effectively both verbally and in writing to obtain information or disseminate research findings with diverse range of professional staff.
