NATIONAL GUARD MEMBERSHIP IS REQUIRED:  This is an excepted service position that requires membership in a compatible military assignment in the National Guard.  Selectee will be required to wear the military uniform. This position is located in the Joint Force Headquarters-State, Logistics Directorate (G-4), State Surface Maintenance Management Office. The purpose of this position is to provide instruction and assistance to state unit personnel regarding Army National Guard (ARNG) equipment and maintenance management. Knowledge of the principles, concepts, and methods of equipment maintenance and management of a variety of ARNG equipment is required.

(1) Serves as a recognized authority on the repair and operation of various types of ARNG equipment. Provides instruction and assistance regarding equipment maintenance procedures, techniques, and methods as a part of the Maintenance Assistance and Instruction Team (MAIT).

 

(2) Provides advice, assistance, and guidance regarding maintenance management systems, material readiness programs, cost reduction programs, and maintenance shop practices in maintenance facilities. Receives reviews, and processes unit Army Material Status System (AMSS) report and Missile Material Readiness reports and submits a consolidated report to the Logistics Support Activities (LOGSA).

 

(3) Prepares and conducts both classroom and on-the-job training designed to upgrade, improve, and/or update the knowledge and working skills of unit maintenance personnel. Develops, writes, updates, and teaches units of instruction for new equipment training. Evaluates training progress in areas such as basic mechanic principles; theories of equipment repair and modification; compliance with established procedures and directives; requirements for equipment maintenance records and reports; and proper utilization of equipment, personnel, funds, and facilities.

 

(4) Evaluates directives to ensure adherence to standard methods, conformity in maintenance procedures, and the proper use of maintenance equipment, facilities, and personnel. Recommends policy, procedures, or operation changes, as required, to facilitate and ensure efficiency in maintenance operations and manpower utilization.

 

(5) Reviews the effectiveness and efficiency of equipment and maintenance management and needs for improvement of existing practices and the impact on the overall maintenance program. Reviews and evaluates information in technical reports, logistical studies, supply data systems, and observations/ inspections of maintenance organizations. Researches material pertaining to maintenance and maintenance management. Utilizes computer software programs to identify errors, equipment, non-mission capable time, and to determine a course of action to improve readiness. Recommends the revision of higher headquarters' policies, procedures, practices, and regulations. Provides methods for improving, consolidating, simplifying, and standardizing operations and management of maintenance activities. Performs assistance visits to logistics and maintenance functional areas to provide guidance and assistance to ensure effective and smooth maintenance operations.

 

(7) Performs hands on maintenance procedures to personnel on proper trade techniques, practices, and explains safety precautions involved in maintenance.

QUALIFICATION REQUIREMENTS: To be qualifying, experience must have been progressively responsible with increasingly difficult and complex duties. Experience must have been at the next lower or second lower grade or its non-federal equivalent.

GENERAL EXPERIENCE: Experience, education or training which has provided applicant with knowledge of one or more classes of equipment. The experience must include knowledge of standard shop terminology. A basic knowledge of mechanical principles relating to equipment. Experience demonstrating the ability to read and interpret blue prints and technical publications. Knowledge is of the type gained from technical training, education, and experience in functions such as repairing, overhauling, maintaining, constructing, or inspecting equipment. Experience using computer and automation systems.

 

SPECIALIZED EXPERIENCE: Must possess at least 24 months of specialized experience, education, or training which provided knowledge and skill in applying principles, concepts, and methods of equipment design. Experience in the use of tools and test equipment to determine the extent of adjustment to major equipment/components that require minor repair (e.g. parts manuals, wiring and hydraulic diagrams of the particular types of equipment). Experience developing, installing, inspecting or revising equipment maintenance programs and techniques.

 

KSA'S:

1. Knowledge and skill in the design of equipment to avoid maintenance and operations problems.

2. Ability to use and operate special tools and test equipment, to research technical publications, maintenance bulletins, blueprints, wiring diagrams, etc., pertaining to the type of equipment.

3. Ability to develop training aids; presenting subject matter to users on the equipment used.

 

NOTE:  REGARDING QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignment must be followed. Substitution of Education for Specialized Experience:  High school graduate or the equivalent may be substituted for 3 months of specialized experience. WHAT TO EXPECT NEXT:

Once the online questionnaire is received you will receive an acknowledgement email that your submission was successful. After a review of your complete application is made, you will be notified of your rating and or referral to the hiring official.  If further evaluation or interviews are required you will be contacted.

 

Qualified candidates are referred to the selecting official in the following order:

  1. Fully qualified Area 1 applicants. (current NE National Guard bargaining unit technicians)

 

You will be kept informed of actions taken on your application.  The selecting official will contact you for an interview if your name is referred.
