JOB SUMMARY:

THIS VACANCY ANNOUNCEMENT HAS BEEN AMENDED TO EXTEND THE CLOSING DATE.

 

The incumbent serves as the Congressional Coordinator for the Broadcasting Board of Governors (BBG).  The incumbent oversees and coordinates congressional activities and programs for the BBG, with responsibility for representing the BBG on matters of interest to and responding to inquiries from Members of Congress.

The Broadcasting Board of Governors is conveniently located within walking distance of the Blue, Orange, Yellow and Green Metro lines.

 

INTRODUCTION TO AGENCY

The Broadcasting Board of Governors (BBG), an independent federal agency, is an exciting, multi-cultural organization that encompasses all U.S. civilian international broadcasting. The BBG is comprised of the Voice of America, which delivers high quality, multimedia programming in 44 languages to audiences worldwide; the Office of Cuba Broadcasting (Radio and TV Marti); the International Broadcasting Bureau, which provides transmission, administrative, and other support services; and three grantee organizations - Radio Free Europe/Radio Liberty; the Middle East Broadcasting Networks (Alhurra TV and Radio Sawa), and Radio Free Asia. Our staff of dedicated professionals serves as an example of a free and independent media, reaching a worldwide audience with news, information, and relevant discussions.

This vacancy is being advertised under delegated examining procedures and is open to all U.S. citizens.  The vacancy is being concurrently advertised under merit promotion procedures for status applicants under announcement M/P-13-178.  Status applicants are those individuals who are currently serving on a career or career-conditional appointment, individuals who are eligible for reinstatement, or individuals who are applying under the VEOA program.  Applicants who wish to be considered under both delegated examining and merit promotion procedures MUST apply to both vacancy announcements.

DUTIES:

Duties include but are not limited to the following:

Incumbent develops strategies to facilitate Congressional support for emerging high-priority, high-profile broadcasting initiatives.  

Participates in strategy and preparation sessions for external relations work, including Congressional meetings and hearings.

Responds to Congressional requests for information, including letters from Congress, post hearing questions for the record and Congressional staff information inquiries.

Makes recommendations as to the appropriate methods of gaining Congressional approval for new programming initiatives.

Prepares and coordinates responses to requests for information on BBG's mission and programs from the GAO, OMB, and the general public. 

Maintains a comprehensive knowledge of BBG programs and activities, and related U.S. foreign policy issues.

Serves as focal point of congressional coordination between the BBG and the broadcasters it oversees.

Prepares complex documents, including congressional notifications and program plans, for transmittal to the House and Senate appropriations committees and/or their subcommittee staff with oversight over U.S. international media.

Basic Qualifications:  Applicants must have one year of specialized experience equivalent to the next lower grade level which is directly related to this line of work.

 

Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position.  Examples are extensive experience working as a staff on Capitol Hill or in a similar direct experience with the U.S. Congress, knowledge of Congress and the legislative process, including the organization of the Legislative Branch and its interactions with the Executive Branch.

 

GS-14:  Examples of specialized experience includes researching, gathering and analyzing data from multiple resources in order to respond to congressional requests, such as, letters and inquiries from Members of Congress and their staff. 

 

GS-15:  In addition to the experience listed for the GS-14, demonstrated experience in communicating in a Congressional context with high-level officials, in preparing and coordinating special briefings and reports for submission to Congress. 


Requirements

1.
