Serves as Division Chief for CYS Services Program and Analysis; developing and reviewing analyses of alternatives, cost-benefits and other comparative analyses for the CYS programs.

Recognized Senior Authority/Subject Matter Expert for assigned Army Child, Youth and School (CYS) Services Division to include Army operated garrison programs and off post Army sponsored and affiliated CYS programs for the U.S. Army Family & Morale Welfare and Recreation (FMWR). Plans and assigns work to be accomplished by subordinates, sets priorities, and establishes schedules for work completion. Evaluates overall performance of employees/leaders and provides recognition to deserving employees. Ensures assigned CYS Services Division conforms to all applicable DoD and Army policy, Congressional legislation, and with the most current child and youth development theories and standards.

Oversees and monitors implementation of policies, plans, standards, and procedures for assigned CYS Services Division and CYS Services programs Army-wide. Ensures childcare and youth supervision options sanctioned by Department of the Army reflect appropriate operational requirements necessary for children/youth 4 weeks to 18 years. Develops operational materials (i.e., inspection manuals, field operational handbooks, training) for Army-wide implementation.. Analyzes and evaluates data to determine trends and identifies strategies for program improvement.

Serves as a principal advisor to Director on initiatives to sustain and improve accountability for the CYS Services Program Quality, Affordability, and Availability. Functions as Project Officer for designated CYS Initiatives. Establishes rapport and maintains relationships with national leaders working in the field of child and youth development. When required, represents the FMWRC Commander in child and youth actions requiring coordination.

Oversees a Resource Integration function to review financial and budget data relating to CYS field performance.


Performs other related duties as assigned.

Successful completion of a 4-year course of study in an accredited college or university leading to a degree with a major course of study in early childhood development / youth development / family studies / education / or closely related field. (Graduate work preferred).OR A combination of education and experience - courses equivalent to a major in a subject matter field (24 semester hours) appropriate to the position (see above), plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above.

In addition, candidate must possess:
Work experience directly related to the duties to be performed. Documented experience must have been equivalent in complexity and difficulty to the next lower grade/level to include the following
1. Headquarters program administration experience in a major program area, preferably child youth, and/or school support programs. 2. Experience in CYS Services program operations, interface with personnel, funding, social services proponents, and community organizations related to child and/or youth programs.
3. Ability to evaluate program effectiveness and compliance with benchmark criteria and applicable policies and procedures.
4. Experience in planning and conducting training for child and youth staff.
5. Ability to communicate effectively orally and in writing.


Skills Desired: Successful completion of a 4-year course of study in an accredited college or university leading to a degree with a major course of study in mathematics, operations research, statistics or other management science. (Graduate Degree preferred).


In addition, candidate must possess:

1. Strong organizational skills - with emphasis on coaching/teambuilding.

2. Comprehensive oral communication skills and analytical writing skills.

Highly Desirable: Master's Degree in mathematics, statistics or management sciences.  Applicants must possess a four-year degree in operations research; or at least 24 semester hours in a combination of operations research, statistics, mathematics, probability, mathematical logic, science, or subject matter courses requiring substantial competence in college-level mathematics or status.  At least 3 of the 24 semester hours must have been calculus.

Possess experience applying mathematical, statistical, operations research, and cost analysis techniques and methodologies to complex and unique problems affecting CYS Services mission requirements.



Successful completion of a 4 year course of study in an accredited college or university leading to a degree with a major course of study in early childhood development / youth development / family studies / education / or closely related field. (Graduate work preferred) OR A combination of education and experience - courses equivalent to a major in a subject matter field (24 semester hours) appropriate to the position (see above).



Conditions of employment:


1. A one-year probationary period may be required.

2. Meet all qualification/eligibility requirements.

3.  Satisfactorily complete an employment verification check. 

4. Successfully complete all required background checks.


5. Social Security Card must be presented at time of appointment.

6. Priority consideration will be given to current and former NAF and current DOD APF employees serving in a continuous APF position without time limits for at least one year.
