TECHNICIAN VACANCY ANNOUNCEMENT

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment.

LOCATION: NGLA-JPM-PI, JACKSON BARRACKS, NEW ORLEANS, LA

 

This position is located in the Military Personnel Office (MILPO) of the Army National Guard (ARNG). The purpose of this position is to provide technical expertise and guidance for all military personnel assigned in the State, and oversees the functions of one of the following human resource programs: Officer Personnel Management (OPM), Enlisted Personnel Management (EPM), Personnel Systems, SIDPERS Interface Branch (SIB), or the Personnel Services Section.

THIS IS AN "OBLIGATED" POSITION DUE TO FORMER INCUMBENT ACCEPTING A TITLE 32 USC ACTIVE GUARD/RESERVE TOUR. SHOULD RESTORATION RIGHTS BE EXERCISED, PRESENT INCUMBENT WILL BE SEPARATED AS A MILITARY TECHNICIAN. THE INCUMBENT WILL BE ENTITLED TO ALL LEAVE AND INSURANCE COVERAGE AS A PERMANENT EMPLOYEE AND COVERAGE IN THE FEDERAL EMPLOYEE RETIREMENT SYSTEM (FERS)/FEDERAL EMPLOYEE RETIREMENT SYSTEM-REVISED ANNUITY EMPLOYEES (FERS-RAE). IF FORMER INCUMBENT DOES NOT EXERCISE RESTORATION RIGHTS PRIOR TO AUGUST 14, 2018, POSITION WILL BECOME PERMANENT.

DUTIES AND RESPONSIBILITIES:

 

(1)   Serves as an advisor to commanders on assigned unit human resources (HR) program. Interprets policy and provides procedural guidance to commanders, supervisors, staff members and individual military members. Provides training to supervisors and guidance and assistance to military members on program for which assigned. Participates in Soldier Readiness Processing (SRP) and unit mobilizations and de-mobilizations. Reviews, evaluates, and interprets regulatory guidance, policies, and procedures applicable to military personnel programs and provides guidance to all users. Drafts and implements State policy based on the aforementioned policies. Publishes guidance to enhance and simplify completion and submission of personnel actions. Conducts command inspections, staff visits and trains personnel within the unit in all programs for which responsible. Conducts periodic briefings for staff, commanders, and administrative personnel to promote full understanding of all aspects of the assigned program. Provides commanders, supervisors, and MILPO staff with a variety of statistical data or reports pertaining to military HR issues in order to assist in HR management decisions. Responds to correspondence (general, other agency, congressional, etc.) regarding military personnel issues. Researches, prepares response, and maintains action file. As required, forwards responses for review and/or responses for the MILPO Director and/or State Adjutant General.

 

(2)   The Automated Unit Vacancy System (AUVS) Manager focuses on placing applicants entering into the NGARNG into proper and valid vacancies and other services required, to include:

 

a.      Using Recruit Quota System (REQUEST) and Automated Unit Vacancy System (AUVS), manage ARNG Units and vacancies to support Commander, MEPS GC, RCT, SIDPERS, and recruiting personnel. The AUVS Manager ensures that vacancy data is validated and prepared for load into REQUEST.

b.      Maintain unit vacancy data and Soldier information for the Commander utilizing the Automated Unit Vacancy System (AUVS). Opens and closes units for accessioning according to policy.

c.       Monitor and evaluate unit strength throughout the State to determine SM strengths, weaknesses and trends and provide recommendations for improvement.

d.      Coordinate with SIDPERS to ‘exempt’ or override exemptions on vacancies, and ensures that those are reviewed on a daily basis, prior to 1700 ET. This is due to vacancy scoring that is directly related to REQUEST incentives, through the RPM module.

e.       As required of emergency mission requirements, create vacancies for use by the ARNG Guidance Counselor at MEPS.

f.       Provides recurring and ad hoc unit and vacancy reports as required, from both AUVS AND REQUEST.

g.      Supports the IST/ISR/RCT processes by ensuring complete and accurate Unit and vacancy information (to include address and telephone number).

h.      Monitor and evaluate unit strength throughout the State to determine SM strengths, weaknesses and trends and provide recommendations for improvement.

i.        Provides recurring and ad hoc unit and vacancy reports as required, from both AUVS AND REQUEST.

j.        Supports acquisition policies and assists in identification and assignment of Facility IDs to units, in order to alleviate problems.

k.      Opens and closes units for accessioning according to local and NGB policy. Reviews unit priorities and conducts updates as needed.

 

(3)   The Reserve Component Transition Coordinator focuses on placing qualified Soldiers from other States and Active Duty looking at entering into the NVARNG into proper and valid vacancies and other services required, to include:

 

a.      Follow applicable state and federal regulatory guidance and current policies to determine the enlistment and incentive eligibility of Soldiers desiring intrastate transfer, interstate transfer or in-service enlistment.

b.      Identify and contact the new unit of assignment for all Soldiers desiring interstate transfer or in-service enlistment and obtain the name and phone number of a sponsor.

c.       Coordinate with and maintain contact, as applicable, between the gaining or losing State RCT NCO, the Reserve Component Career Counselor (RCCC), the national IST help desk and the national RCT help desk to ensure the successful completion of all transfers and in-service enlistments.

d.      Prepare and conduct briefings to units and installations to streamline and improve the Interstate Transfer (IST) and Reserve Component Transition (RCT) recruiting process.

e.       Prepare and process After Action Reviews, information papers, production reports and other correspondence as required and make recommendations to the RRC to improve IST/RCT processes.

f.       Prepare and submit IST worksheets to the national IST help desk and gaining unit.

g.      Monitor and update the REQUEST System (Recruit Quota System) for the ARNG on a daily basis paying specific attention to the ‘manage unit vacancies’ functionality, to include maintaining unit information and unit POC. Ensure current and accurate vacant positions are posted on REQUEST system using AUVS.

GENERAL EXPERIENCE: Experience, education, or training which involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts, and practices applicable to one or more fields of administration or management; and in using computer and automation systems.

SPECIALIZED EXPERIENCE: Must have at least Twenty-Four (24) months of experience, education, or training involving the administering, delivering, maintaining, advising, and adapting basic concepts, principles and theories of Human Resources to the unique organizational, management, and mission requirements which provided the candidate with the Knowledge, Skills, and Abilities listed below.

KSAs:

 

I: Knowledge of, and skill in applying, fundamental military human resource management principles and practices; and standardized analytical and evaluative methods and techniques in order to provide technical expertise and guidance as well as management advisory services to resolve factual and procedural issues within the particular area of assignment.

II: Knowledge of applicable regulations relating to the field of military human resources management and the area of assignment.

III: Knowledge of the organizational structure and requirements of the ARNG for that State suitable to provide advice to commanders, unit administrators, and military members concerning the area of program specialty.

IV: Ability to communicate effectively both orally and in writing, with individuals, supervisors, and management.

V: Ability to use Microsoft Office Programs such as Word, Excel, PowerPoint, etc.

 

MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade prior to the effective date of placement. Selectee must also be in a compatible military assignment (MOS/AFSC) prior to or within one year of placement.
