The TCF internship is a comprehensive two-year program designed to train candidates for positions within the Veterans Health Administration (VHA). This program provides the foundation for developing interns from entry level to full performance level. It includes planned training, rotational assignments, and on-the-job work experiences. Travel required 1-3 times per year. With more than 150 medical centers and hundreds of clinics nationwide, it is possible that you will need to relocate for a position. You will be required to sign a mobility statement before entering the TCF program. If relocation is necessary for permanent placement, VA pays for moving expenses.This position involves a multi-grade career ladder.

 

The major duties listed below represent the full performance level of GS-11. At the GS-7 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.

 

He/she functions Human Resources Specialist providing a wide range of Human Resources services under the generalist concept to a group of organizational block of services at this Medical Center. Provides a full range of administrative, evaluative, and technical work that involves recruitment and placement, staffing position management, employee and labor relations, classification, retirement, pay administration, training and development and other duties as assigned. He/she manages their assigned block of services in an effective manlier to ensure timely response to service requirements. Ensures pay administration and compensation principles and practices, entitlements, are in accordance with Title .5 and Title 38 regulations. Occupations range from professional to technical to administrative to clerical to skilled/semi-skilled/unskilled labor. The variety of organizational entities, pay systems and occupations requires he/she to exercise a high level of skill, knowledge, ability and imagination in his/her daily duties and responsibilities.Plans, implements, coordinates and reviews the major program activities conducted within the service block and insures these activities are in compliance with OPM, EEOC, Agency, negotiated agreements and local Medical Center policies. Program areas include Recruitment and Placement; Equal Employment Opportunity and other affirmative action programs; Labor Relations; Performance Management; Employee Relations; Employee Benefits and Services.

Applicants must be a recent graduate who has completed, within the previous two years, an associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution such as an accredited technical or vocational school; a 2- or 4-year college or university; a graduate or professional school (e.g., law school, medical school); or a post-secondary home school curriculum. Note: Certificate program is defined as post-secondary education in a qualifying educational institution equal to at least one academic year of full-time study that's part of an accredited college-level, technical, trade, vocational, or business school curriculum.

Veterans (as defined in 5 USC 2108) who, due to military service obligation, were precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period described above have a full 2-year period of eligibility upon their release or discharge from active duty; however, this eligibility period cannot extend beyond 6 years from the date of completion of the requirements of an academic course of study.

 

GS-7: A bachelor's degree and superior academic achievement S.A.A. (S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. 1. Class standing--Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. 2. Grade-point average (G.P.A.)--Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9. 3. Election to membership in a national scholastic honor society--Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed below. These honor societies are listed in the Association of College Honor Societies: Booklet of Information (1992-95) and/or Baird's Manual of American College Fraternities (1991). Agencies considering eligibility based on any society not included in the following list must ensure that the honor society meets the minimum requirements of the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision.

OR

One full year of graduate level study, or I possess a master's or higher degree, e.g., LL.B., J.D., LL.M., Ph.D, in a field that provided the knowledge, skills, and abilities to do the work of the position. Such fields include personnel management, industrial relations, public administration, political science, business administration, psychology, labor relations or education. OR One year of specialized experience at the next lower grade level in advising on, supervising, or performing work which involved two or more specialized personnel functions, such as staffing, classification, employee relations, labor relations, employee benefits or employee development.

OR

Less than the full amount of graduate education described above and less than the amount of experience described above but I have a combination of the type of graduate education described above and the type of experience described above.

 

PHYSICAL REQUIREMENTS: No special physical excretion is required. The work is primarily performed while sitting through some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conference, meetings, etc. and occasional visits to activity work sites. Occasional use of automobile and public conveyances may be required. Occasional travel may be required.

How You Will Be Evaluated:
