The Atlanta VAMC has 405 authorized inpatient beds (273 hospital, 120 Community Living Center and 12 PRRTP) and is a tertiary care facility classified as a Complexity Level 1A facility. It is a teaching hospital, providing a full range of patient care services complete with state-of-the-art technology, education and research. Comprehensive health care is provided through emergency medicine, primary care, tertiary care, and long-term care in the areas of medicine, surgery, mental health, physical medicine and rehabilitation, neurology, oncology, dentistry, geriatrics, and extended care. The Atlanta VAMC is part of the VA Southeast Network (VISN 7), which includes facilities in Georgia, Alabama and South Carolina. The Atlanta VAMC Community Living Center serves metro Atlanta and includes extended care rehabilitation, psycho-geriatric care, and general long term care. The facility also serves as a prosthetics treatment center, fabricating and supplying mechanical devices such as artificial limbs for patients within the states of Georgia, South Carolina and Alabama.

The Atlanta VA Medical Center is located at 1670 Clairmont Road in Decatur, Georgia. The medical center oversees seven VA Community-Based Outpatient Clinics (CBOCs) in Smyrna (Cobb County); Lawrenceville (Gwinnett County); Oakwood (Hall County); East Point (South Fulton County); Stockbridge (Henry County); Newnan (Coweta County) and Blairsville (Union County) in addition to an outpatient clinic in Decatur and an outreach clinic in Rome, Georgia.

GRADE/SALARY DETERMINATION: The candidate tentatively selected will be reviewed by the Professional Standards Board (PSB) and must meet PSB requirements prior to appointment. This PSB will evaluate the candidate qualifications for the position and determine the grade level. The incumbent selected will be appointed at the appropriate grade level based on qualifying experience, education and other credentials related to the work of the position.

The incumbent will serve as a professional staff member of the Sleep Medicine Center at the Atlanta Veterans Affairs Medical Center. The incumbent provides a full range of psychological services within the areas of assignment to include, but not limited to: psychiatric and sleep disorders diagnostics, case management and treatment, and/or psychotherapy. Administrative duties include comprehensive documentation that details adequacy, nature, and scope of services rendered and validation of responsibility. The incumbent will provide psychological evaluation and behavioral treatment. The incumbent administers a wide variety of group and individual tests. Uses a variety of intelligence and personality assessment measures.  Conducts interviews, uses rating scales, questionnaires or other measurement devices, or observes the patient to assess emotional, functional or psychological condition as well as associated sleep disturbances. Based on data gathered during the assessment, plans an appropriate clinical treatment for individual patients. Promotes, supervises or provides individual and/or group therapy, in direct contact with patients or through telemedicine capabilities and technologies available. Leads a group or conducts individual therapy sessions using a full range of therapeutic techniques and skills. Uses the following therapeutic or clinical modalities: eclectic, supportive, expectations assessment and re-adjustment, behavior modification, cognitive approaches, biofeedback, evaluation, disposition and follow-up. The incumbent will evaluate/adjusts treatment as necessary.

Multiple locations: Decatur, and/or surrounding CBOCs (Satellite Clinics) in the metro Atlanta area.   

Work Schedule: Monday - Friday   (Management reserves the right to determine and change the work schedule.)

BASIC REQUIREMENTS:

Citizenship. Citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.)

Education: (1) Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA). The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed and (2) Have successfully completed a professional psychology internship training program that has been accredited by APA.

Qualifying Education: Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (particularly positions with a positive education requirement). Therefore, applicants must report only attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education. English Language Proficiency. Psychologists must be proficient in spoken and written English as required by VA Handbook 5005, Part II, Chapter 3, Section A, Paragraph 3j.

Licensure: Hold a full, current and unrestricted license to practice psychology at the doctoral level in a State, Territory, Commonwealth of the United States (e.g., Puerto Rico), or the District of Columbia.

CREDITABLE EXPERIENCE:

(a) Current Professional Psychology Practice: To be creditable, the experience must be post-doctoral degree and must have required the use of knowledge, skills, abilities, and other characteristics associated with current professional psychology practice. Creditable post-doctoral degree experience can be obtained through employment as a psychologist or through participating in a supervised post-doctoral psychology training program. This may be evidenced by one or both of the following:

1. Active professional practice. Active professional practice means paid/non-paid employment as a professional psychologist.

2. A full, current, and unrestricted license.

(b) Quality of Experience: Experience is only creditable if it is post-doctoral degree experience as a professional psychologist directly related to the duties to be performed. Qualifying experience must also be at a level comparable to professional psychology experience at the next lower level.

(c) Part-time Experience: Part-time experience is creditable according to its relationship to a full-time work week. For example, a psychologist employed 20 hours per week, or on a ½ time basis, would receive 1 full-time work week of credit for each 2 weeks of service.

(2) Post-Doctoral Degree Fellowships: Post-doctoral degree fellowships are training programs in an advanced area of clinical practice. Training as a fellow may substitute for creditable experience on a year-for-year basis.

GS-13

(a) Licensure. Hold a full current, and unrestricted license to practice psychology at the doctoral level in a state, territory, commonwealth of the United States (e.g., Puerto Rico), or the District of Columbia.

(b) Experience. In addition to the experience requirements at the GS-12 level, at least 1 additional year of experience as a psychologist equivalent to the next lower grade level. In addition, the candidate must demonstrate the following KSAs:

1. Knowledge of, and ability to apply, advanced professional psychological theories and techniques to the full range of patient populations.

2. Ability to provide professional advice and consultation in areas related to professional psychology and behavioral health.

3. Knowledge of clinical research literature.

(d)  Assignments.  This is the full performance level for staff psychologists.  At this level psychologists are licensed at the doctoral level to practice independently in the provision of psychological services consulting with peers and supervisors as appropriate.  They are assigned to any VHA program and setting, including inpatient or outpatient medicine, surgery, mental health, neurology, rehabilitation medicine, geriatrics, Vet Centers, and the VHA National Center for Organizational Development.

 

            1.  Staff Psychologists diagnose mental disorders, conduct psychological and/or neuropsychological assessments, treat mental disorders through a variety of modalities and provide adjunctive interventions for treatment of medical disorders.  Among the modalities provided are individual, family, and group psychotherapies, and other interventions such as biofeedback, psychological hypnosis, and environmental interventions.  They consult with medical center staff on a wide variety of patient care issues.  Staff psychologists may be involved in program evaluation and/or research activities

Physical Requirements: Must pass a pre-employment physical examination as required by VA Handbook 5019. This examination is administered by VA Occupational Health. Incumbents must be able to walk in a variety of conditions affected by weather and traffic; lift; stand and sit for prolonged amounts of time; bend frequently; reach; push; move and stoop repetitively. Mental/sensory requirements include: recollection, reasoning, problem solving, hearing, speaking clearly, writing legibly, keyboarding, reading and logical thinking.
