Major Duties:

The incumbent will serve as a Policy Counsel in the Office of Policy within the Center for Tobacco Products.  He/She will focus on legal analysis relating to policy, specifically regarding national tobacco regulation and control efforts.  Develop policies and programs involving the most complex and highest priority matters affecting the regulation of tobacco products, and their distribution, marketing, and sale.  Serves as an expert in matters related to policy analysis and is frequently called on to advise others concerning FDA statutes and regulations.  Evaluates and coordinates proposed policy actions related to compliance with regulatory policy, statutory requirements and enforcement objectives.

Qualifications:

 

Qualification Requirement for Policy Counsel, GS-0301-13

 

Applicants must have at least one year of specialized experience, equivalent to the GS-12 level in the Federal service, that included developing regulations, policies, procedures, and guidance for the regulation of tobacco products; and providing technical advice and guidance in the regulation of tobacco products or related areas.

 

Documenting experience:  In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description.  Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.

1. Knowledge of the Family Smoking Prevention and Tobacco Control Act and other laws and policies relating to tobacco products and their distribution, marketing, and sale.

 

2. Knowledge of legal issues relating to national, state, or local tobacco control policies.

 

3. Skill in written communication in order to draft key policy documents and issues.

 

4. Skill in oral communication in order to make presentations at conferences and professional meetings on regulations and policies.
