This position is located in the NOAA Acquisition and Grants Office (AGO), a corporate staff office of the Under Secretary for Oceans and Atmosphere and Administrator, National Oceanic and Atmospheric Administration (NOAA).  AGO acquires products and services and awards the financial assistance necessary to meet the mission and goals of NOAA.  Through the award of contracts and grants, AGO administers nearly half the NOAA outlay each year. AGO plans, designs and coordinates acquisition and grants standards, practices, and procedures for all NOAA offices and their subordinate entities.  It provides program direction and guidance to the NOAA headquarters and field procurement and grants organizations.  AGO awards and administers all NOAA acquisition and financial assistance transactions and it provides acquisition and financial assistance services to DOC operating units and services other Federal agencies on a reimbursable basis.

  • A one year probationary period may be required, unless previously satisfied.
  • Payment of relocation expenses is not authorized.
  • This position is not in the bargaining unit.

At the full performance level, GS-12, the individual selected for this position will serve as a Senior Contract Specialist.  The individual will:

  • Manage assigned contracts, leases, grants and interagency and cooperative agreements within NOAA and Department of Commerce;
  • Audit or review major acquisitions presenting findings, recommend corrective actions and policy or procedure improvement;
  • Conduct meetings with contractors on sensitive and/or acquisition related issues as contractual representative when warranted; and
  • Advise next level management on the status of procurement actions, including problems encountered and propose solutions.

This position has an individual education requirement. Transcripts must be submitted.
 CANDIDATE MUST MEET THE FOLLOWING BASIC EDUCATION REQUIREMENTS:

  1. A 4-year course of study leading to a bachelor's degree with a major in any field;

or
  1. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal service.  Specialized experience is experience that has equipped the applicant with the particular competencies / knowledge, skills and abilities to successfully perform the duties of the position.  This experience need not have been in the federal government. 
To qualify at the GS-5 Level:
Applicants must meet the Basic Education Requirement listed above.
There is no Specialized Experience requirement.
To qualify at the GS 7 Level:
In addition to the Basic Education Requirement listed above: you must have one year (52 weeks) of specialized experience equivalent to the next lower grade (GS-5).   
Specialized experience at this grade is defined as: Utilizing procurement regulations, procedures and techniques to perform recurring and developmental contracting assignments; draft contracts to include standard clauses and special provisions; recommend award and necessary documents to support award; assist with negotiation or conduct non-complex negations; analyze bids or proposals for responsiveness, assisting with monitoring the contractor’s performance; and review contract files for completeness and closure.
OR
Education:  1 full academic year of graduate education in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or law school,
OR
Superior Academic Achievement, as demonstrated by a bachelor's degree in a related field from an accredited college or university with either:

  • a grade point average (GPA) of 3.0 based on a 4.0 scale; or
  • a 3.5 GPA based on a 4.0 scale for required courses completed in a major field of study during the last two years of undergraduate study; or
  • class standing of upper third of the graduating class in the college, university, or major subdivision of the college; or
  • membership in a national Scholastic Honor Society certified by the Association of College honor Societies, excluding freshman honor societies;

OR
A combination of graduate level education level in a related field or study and specialized experience that together, meet the qualification requirements for this position.
To qualify at the GS 9 Level:
In addition to the Basic Education Requirements listed above:  you must have one year (52 weeks) of specialized experience equivalent to the next lower grade (GS-7).   
Specialized experience at this grade is defined as: Utilizing procurement regulations, procedures and techniques to perform recurring and developmental contracting assignment; draft contracts to include standard clauses and special provisions; recommend award and necessary documents to support award; assist with negotiation or conduct non-complex negotiations; analyze bids or proposals for responsiveness, assisting with monitoring the contractor’s performance; and review contract files for completeness and closure.  This experience need not have been in the Federal government.
OR
Education:  2 full academic years of progressively higher level graduate or a master’s degree in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods  or equivalent graduate degree or LL.B. or J.D.
OR
A combination of graduate level education, beyond the first year, 18 semester  hours, in a related field or study and specialized experience that together, meet the qualification requirements for this position.
College Transcript:  If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours and grade earned. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. education standards with your resume.   You may submit an unofficial copy of the transcript at the initial phase of the application process.
