The primary purpose of the position is to serve as the national program manager for the NPS Distance Learning and Technology Enhanced Learning program (DL-TEL). The incumbent is responsible for management and coordination of all Service-wide distance learning training design, development, delivery and evaluation. DL-TEL provides a wide variety of state-of-the-art training programs and activities in support of all NPS career fields, program centers, and training centers through a wide range of electronic media and advanced systems.
You will supervise, manage, design, and produce a wide variety of learning and development projects for the National Park Service for delivery through DL-TEL operation, including audio graphics conferencing, web broadcasts, video-conferencing, live and taped satellite broadcasts, synchronous and asynchronous direct and distributed computer-based training technologies. You will integrate all programming activities into the Service-wide Learning Management Systems.
You will serve as lead manager for NPS in researching and applying new distance learning delivery platforms, defining systems behind government firewalls, and systems accessible to the public at large. You will exercise independent judgment to identify and develop delivery systems that combine adult learning requirements and appropriate distance delivery systems. Decisions regarding the development of systems and technologies needed frequently result in setting official distance delivery policy for the bureau.
You will oversee a national network of nearly 250 satellite downlink sites, providing technical support as well as the development of training materials for all field offices using satellite systems.
You will have lead responsibility for major project and procurement specifications for all contracts involved in the design, procurement and maintenance of on-line delivery systems, broadcast, production, and media support systems and sub-systems. You will act as the NPS customer representative/COTR for the contracted production of distance learning programs of all types for the Learning and Development Division.
You will supervise a staff of approximately four employees, each with delegated responsibilities in specific technical areas to support elements of the DL-TEL.
