JOB SUMMARY:

Who May Apply: Current NLRB employees in the excepted service and current NLRB employees in the competitive service who are bar members in good standing.

  • Do you have experience in performing research, legal analysis, and evaluation of FOIA information?
  • Do you want to determine if new technologies and proposed programs meet FOIA and Privacy Act requirements?
  • Are you interested in providing legal counsel on FOIA issues?
  • Do you want to process FOIA requests and appeals?

This detail is located in the Freedom of Information Act (FOIA) Branch, Division of Legal Counsel, Office of the General Counsel in Washington, DC however this position may be performed remotely at the selectee’s current duty station.

KEY REQUIREMENTS

  • Must be a U.S. Citizen.
  • Relocation expenses will not be paid.
  • This is a bargaining unit position.

The incumbent will:

  • serve as a legal adviser on the plans and operations of a FOIA program;
  • conduct legal and non-legal research in response to FOIA and Privacy Act questions;
  • process FOIA requests and appeals;
  • determine what exemptions to FOIA and Privacy Act may be properly asserted; and
  • address questions regarding the effects of proposed legislation on Agency FOIA policy and regulations.

DETAIL REQUIREMENTS: Applicants must currently or have previously held the grade to which they are applying.

BASIC REQUIREMENT: Bar Membership: Applicants must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and possess the first professional law degree (LLB or JD); be an active member in good standing of a state bar or territory of the United States, District of Columbia, or the commonwealth of Puerto Rico (you must submit proof of active bar membership).

HOW YOU WILL BE EVALUATED:

If you meet the qualification requirements described above, you will be further evaluated and a determination made about the extent to which your education, experience, training, awards and performance appraisal indicate your possession of the competencies described below:

  • Demonstrated comprehensive and working knowledge of the Freedom of information Act.
  • Ability to research and analyze matters arising in the fields of labor and administrative law.
  • Skill in interpersonal and oral communication.
  • Skill in written communication.
