JOB SUMMARY:

The Information Technology Specialist (Web Engineer) position is in the Office of Information Technology (OIT), Department of the Chief Operating Officer (COO), with the Corporation for National and Community Service (CNCS), located in Washington, DC.

ABOUT US:

The Corporation for National and Community Service was established as a Federal agency in 1993 to engage Americans of all ages and backgrounds in community-based service. Together, its Senior Corps and AmeriCorps programs promote the ethic of service and help solve critical community problems in every state, many Indian tribes, and most U. S. territories. As a result, hundreds of thousands of Americans are joining forces to address community needs in education, homeland security, housing, health care, environmental protection, and disaster relief.

Interchange Agreement:

The Corporation for National and Community Service (Corporation) has an approved (by the Office of Personnel Management) civil service interchange agreement. The Corporation is an excepted service agency. Under the terms of the Interchange Agreement, permanent Corporation employees may be considered for appointment to positions in the competitive service in the same manner that employees of the competitive service are considered for transfer to such positions.

The Information Technology Specialist serves as a technical expert and shall perform necessary work to support all CNCS Information Technology systems as assigned which includes, but is not limited to, the following duties and responsibilities: 

· Works with project leads, team leads, technical leads,task leads,senior IT specialists,  supervisors,customers, and users to define project/task scope and requirements.

· Independently plans, implements, reports on, and evaluates assigned projects and tasks.

· Independently plans, develops, and tests web based systems.

· Analyzes and identifies IT system problems and provides solutions.

· Solves a wide range of operational and support problems to meet customer requirements.

· Draws upon multiple IT specialties and competencies listed below in order to accomplish complex tasks.

· Participates in special projects and may serve as a project, team, technical, or task lead.

· Applies and promotes CNCS and OIT policies and procedures.

· Prepares briefings and written communication for management decision making processes.

For this positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

2.   Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3.   Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4.   Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

                                                           AND

Applicants must have one year of specialized experience (paid, unpaid, or volunteer work) comparable in scope and responsibility to the upper range of the NY-02 pay band at or equivalent to, the GS-11 level in the Federal service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience may include leading configuration management and quality assurance activities; facilitating configuration change control boards and supporting processes; testing enterprise scale applications; configuring the infrastructure and architecture, as well as developing modules, templates and web pages using Drupal content management system and developing/maintaining IT standard operating procedures.


Such experience should be clearly documented in the applicant's resume.
