Position Location: JFHQ - Construction and Facility Management Office, Clay National Guard Center, Marietta, GA.

PCS: PCS is not authorized.

Relocation Incentive: Relocation Incentive  is not authorized.

Selected Reserve Incentive Program (SRIP): Acceptance of a Federal Excepted technician position of over 179 days in length will cause termination from the Selected Reserve Incentive Program (SRIP).

Type of Appointment: This is a full-time, Excepted Permanent, dual-status position which requires Georgia Army National Guard Membership.
Job Summary: This position is located in ARNG Construction and Facilities Management Office (CFMO), Facilities Management Branch. The primary purpose of this position is to program, manage, schedule and direct the operations, maintenance and repair, rehabilitation and improvements to ARNG facilities in a geographically separated area.  Additionally, this position administers the state NGB energy management program and supervises the work of the function. Supervisory duties require a minimum of 25% of the incumbent’s time.

Background Check:  Selectee may, at the option of the agency, be required to submit to criminal, credit history, and general background checks which will be evaluated by the agency prior to a final offer of employment and access into the Georgia National Guard Federal Technician or Active Guard/Reserve program.

National Guard Membership: This position requires military membership. It is designated for Georgia Army National Guard Officer, Warrant Officer, or Enlisted incumbent(s) only. In accordance with ARNG regulations, incumbent performs duties necessary to accomplish military Supervisory Facility Operations Specialist functions in support of programs essential to state Army National Guard daily operations, training and readiness missions.

As a member of a Georgia Army National Guard unit, you will be required to train with your unit, normally one weekend a month and 15 days of annual training each year. Georgia Army National Guard units and members are subject to immediate call to federal or state active duty to meet national or state emergencies.

KEY REQUIREMENTS

  • Must be a current U.S. Citizen.
  • Under 5 USC 2108 & 5 CFR 211, Veteran's Preference criteria does not apply.

The following list of duties is not conclusive but provides a brief snapshot of the duties that may be required of this position:

  • Manages funds to support the maintenance and repair program.
  • Identifies requirements, and develops and recommends operating budgets for maintenance, repair, and operations and maintenance minor construction programs.
  • Receives, investigates, and verifies installation maintenance requests to determine propriety and approves all requests for maintenance and repair.
  • Develops, provides guidance, and manages real property operations in all military department facilities.
  • Manages and directs the preparation of architectural and engineering drawings covering a broad range of maintenance modifications for existing ARNG facilities.
  • Manages and directs fire prevention and protection activities.
  • Implements, directs, and manages the Army Energy Program, Energy Savings, and Energy Conservation Investment Program.
  • Administers, plans, coordinates, and directs the DoD Antiterrorism/Force Protection and Physical Security standards as applicable to facilities and facilities engineering activities.
  • Performs other duties as assigned.

General Experience:  Applicant must have experience which has provided knowledge of equipment maintenance work or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records and experience using computer and automation systems.

Specialized Experience:  Applicant must have at least 36 months specialized experience which demonstrates knowledge of and skill in applying a comprehensive range of principles, concepts, and practices concerning equipment, facility, or service operations with complicated technical requirements that have no clear precedent or plan; experience overseeing and implementing a program involving the identification and resolution of difficult issues or problems; experience preparing budgets based on plans for maintenance, repair work, new construction alteration projects, replacement of existing equipment, or increase in services and processes to ensure program effectiveness; experience in managing the function of the work to be performed; and experience which includes leading, directing and assigning work of personnel.

Knowledge, Skills and Abilities (KSAs):   Applicants who meet the eligibility requirements will be further evaluated by the Selecting Official based on the following KSAs considered essential to perform the duties and responsibilities of this position.

  • Knowledge and human relations skill to effectively administer all facets of a complex statewide physical plant maintenance program.
  • Knowledge in construction, standard building practices and physical plant management; including construction oversight, inspection, and facility maintenance programs.
  • Knowledge of maintenance concepts, principles, and practices concerned with planning, design, and maintenance of ARNG facilities, utilities, fire and intrusion detection, and for streets and parking facilities to include those in geographically separated areas.
  • Ability to function effectively in emergency situations and in an environment of constantly changing priorities.
  • Knowledge of electrical, mechanical and plumbing systems to be able to direct licensed personnel in their specialties.
  • Ability to read and interpret plans and specifications, to coordinate and monitor construction maintenance and repair projects, and formulate budgets.


Other Requirements: For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.  

National Guard Compatibility:  Once an applicant is selected and prior to being placed in the technician position, the selectee must be assigned to any unit in the Georgia Army National Guard as an Officer; Warrant Officer; or Enlisted member in Branch/MOS: Immaterial. Rank inversion is strictly prohibited.

Wear of the Army uniform as prescribed by AR/NGB/GA NGR is required for incumbent of this position.  Acceptance of this position constitutes concurrence with this requirement as a condition of employment.
