Position Location: JFHQ-GA, G3, Clay National Guard Center, Marietta, GA.

Permanent Change of Station (PCS): PCS is not authorized.

Relocation Incentive: Relocation Incentive  is not authorized. 

Selected Reserve Incentive Program (SRIP): Acceptance of a Federal Excepted technician position of over 179 days in length will cause termination from the Selected Reserve Incentive Program (SRIP).

Type of Appointment: This is a full-time, Excepted Permanent, dual-status position which requires Georgia Army National Guard Membership.

Job Summary: This position is located in the Military Personnel Office (MILPO) of the Army National Guard (ARNG).  The purpose of this position is to supervise and manage one or more of the following human resource programs: Mobilization Readiness including Soldier Readiness Processing (SRP); Soldier Readiness Check (SRC)/Mobilization Deployment Readiness Exercise (MODRE); Mobilization Readiness to include liaison directly with the assigned Mobilization and Demobilization Station of a unit, the corresponding Training Support Battalion (TSB), respective Army Regional Command (1A), the respective Mobilization Brigade, and internal mobilization station tenant agencies.

Background Check:  Selectee may, at the option of the agency, be required to submit to criminal, credit history, and general background checks which will be evaluated by the agency prior to a final offer of employment and access into the Georgia National Guard Federal Technician or Active Guard/Reserve program.

National Guard Membership: This position requires military membership. It is designated for Georgia Army National Guard Officer/Warrant Officer/Enlisted incumbent(s) only. In accordance with ARNG regulations, incumbent performs duties necessary to accomplish military Supv HR Specialist (Plans and Mobility Readiness) functions in support of programs essential to state Army National Guard daily operations, training and readiness missions.

As a member of a Georgia Army National Guard unit, you will be required to train with your unit, normally one weekend a month and 15 days of annual training each year. Georgia Army National Guard units and members are subject to immediate call to federal or state active duty to meet national or state emergencies.


  • Must be a current U.S. Citizen.
  • Under 5 USC 2108 & 5 CFR 211, Veteran's Preference criteria does not apply.

The following list of duties is not conclusive but provides a brief snapshot of the duties that may be required of this position:

  • Directly supervises and provides technical and administrative supervision over Human Resources Assistants (Military), Human Resources Specialists (Military), and specialists within the other specialized functions of the MILPO office.
  • Formulates human resources and administrative procedures and policies based on the interpretation of regulations and directives from Department of Defense (DoD), Department of Army (DA), and the National Guard Bureau (NGB). 
  • Performs military human resources work in any of the program areas, for which assigned, for officer, warrant officer, and enlisted members as required and includes, but is not limited to: Coordinating and synchronizing deploying units with Mobilization/Demobilization platforms; attending coordination meetings; planning internal/external integration of long-range projects, actions, and activities; developing comprehensive plans and strategies for future Mobilizations/Demobilizations; analyzing station work flow; establishing procedures to improve effectiveness and efficiency; maintaining awareness of Mobilization Planning Data Viewer (MPDV) and Deployment and Redeployment Tracking System (DARTS) content; monitoring, compiling, and communicating the raw statistics of SRP and/or deploying units; coordinating SRP manning requirements; applying Personnel Policy Guidance (PPG) to SRP and Mobilization/Demobilization procedures; performing personnel administration activities pertaining to SRP processing; and liaison directly with Mobilization/Demobilization onsite personnel. 
  • Plans, organizes, and directs the activities of assigned program areas, ensuring that legal and regulatory requirements are met. 
  • Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives. 
  • Directs and oversees the research and response for congressional or high level headquarters’ inquiries regarding military human resources matters.
  • Oversees and reviews the accounting of funds for accounts relating to areas of assignment. 
  • Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs.
  • Performs other duties as assigned.

General Experience:   Applicant must have experience, education or training which involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts and practices applicable to one or more fields of administration or management.  Experience using computer and automation systems.

Specialized Experience:  Applicant must have at least 36 months specialized experience involving the administering, delivering, maintaining, advising, and adapting advanced concepts, principles, and theories of Human Resources to the unique organizational, management, and mission requirements.  Experience assisting in the development of Human Resources policies and procedures.  Experience advising management on Human Resources principles and practices. Experience in managing the function of the work to be performed.  Experience which includes leading, directing and assigning work of personnel.

Knowledge, Skills and Abilities (KSAs):  Applicants who meet the eligibility requirements will be further evaluated by the Selecting Official based on the following KSAs considered essential to perform the duties and responsibilities of this position.

  • Knowledge of the basic concepts, principles and theories of personnel management.
  • Ability to adapt to meet the unique organizational, staffing, management and mission requirements of a military department or organization.
  • Skill in integrating the actions of two or more specialized support activities for the purpose of meeting program goals.
  • Ability to monitor such military personnel functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing.
  • Skill in working with persons at various levels and backgrounds.

Other Requirements: For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.

National Guard Compatibility: Once an applicant is selected and prior to being placed in the technician Supv HR Specialist (Plans and Mobility Readiness) position, the selectee must be assigned to a compatible unit in the Georgia Army National Guard as an Officer/Warrant Officer in  OBR: 42B/H; WMOS: 420A; EMOS: 42A. Rank inversion is strictly prohibited.

Wear of the Army uniform as prescribed by AR/NGB/GA NGR is required for incumbent of this position.  Acceptance of this position constitutes concurrence with this requirement as a condition of employment.
