JOB SUMMARY:

The Joint Task Force National Capital Region Medical (JTF CapMed) is the future of Military Medicine- a partnership in World Class Medical Healthcare. The Walter Reed National Military Medical Center, the National Intrepid Center of Excellence (NICoE), Fort Belvoir Community Hospital, Dilorenzo Clinic and the Joint Pathology Center, provide world class medical services to the nation's service members and their families.

About the Position:


This position is located in the Fort Belvoir Community Hospital DEP CDR for Strategies Operations, Department of Health Care Operations, Medical Management Service, Fort Belvoir, VA. You will serve as a Health System Specialist, at a major medical treatment facility (MTF) working in the Referral Coordination Services, Department of Tricare Management. 

As a result of sequestration and budget shortfalls, Department of Defense is furloughing most of its employees for some amount of time during fiscal year 2013.  An employee in this position MAY be subject to furlough.  If applicable, specific information regarding the administrative furlough will be provided to the individual selected for this position.

Physical Demands - work requires walking between clinics and ancillary services to coordinate patient care and conduct meetings. An equal amount of time is spent in a sedentary position for clerical work.  

Work Environment – Work is performed in a lighted and climate-controlled building.

 You will provide direct care and purchase care workload, referral and case management analysis. Conduct workload demand/supply analysis to ensure success of the referral coordination program and optimal utilization of the direct care healthcare delivery system.  Formulate care coordination based on trending analysis and provide managers with referral and workload utilization trends.  Coordinate, develop and implement solutions to referral coordination problems.  Develop and maintain operational dashboards to monitor the direct care workload performance, referral practices, purchase care activity within the Medical Treatment Facility PRISM and other enhanced Multi-Service Market (eMSM) performance metrics.  Propose purchase care recapture initiatives and conduct business case analysis (BCA) to obtain alternate sources of funding.  Provide advice on changes to business processes and procedures based on referral and workload utilization analysis. Conduct retrospective and predictive analytical studies of the health care organization’s appointing, enrollment, referral business practices, staffing, equipment, and clinic operations and management.  Instruct and council management on TRICARE Access-to-Care standards and access-reporting metrics ensuring compliance with established guidelines.  Act as liaison with managed care support contractor to ensure facility remains in compliance with established appointing/referral procedures.  Develop and maintain data capture tools and systems which facilitate the multi-dimensional manipulation of appointing, access-to-care, enrollment and referral management data; allowing for the evaluation of appointing center timeliness, courtesy, and appointing accuracy, and evaluation of beneficiary access-to-care by clinic, patient category, appointment type, and appointment priority.

• Specialized experience: To Qualify applicants must possess one of specialized experience equivalent to the next lower grade/level GS-09. Specialized experence is defined as: Ad hoc query of health care delivery databases such as the Composite Health Care System (CHCS) using SQL and/or other querying languages; utilize Advanced Microsoft Excel and/or Access to import large data using macros, query Access tables, retrieve, manipulate, trend and/or analyze data, generate reports, develop command level briefings; and create dashboards using Visual Basic for Applications (VBA) and/or Sharepoint.  

  

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

  • Knowledge of the Referral Coordination Process
  • Ability to Coordinate Referral Management Programs
  • Skill in Data Capture Tools and Systems
  • Skill in Oral and Written Communications

Undergraduate and Graduate Education:

Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

Ph.D. or equivalent doctoral degree approved by a recognized accrediting organization

3 full years of progressively higher level graduate education leading to a Ph.D. degree approved by a recognized accrediting organization

OR

LL.M., if related
