Specialized experience: To Qualify applicants must possess one of specialized experience equivalent to the next lower grade/level GS-09. Specialized experence is defined as: Ad hoc query of health care delivery databases such as the Composite Health Care System (CHCS) using SQL and/or other querying languages; utilize Advanced Microsoft Excel and/or Access to import large data using macros, query Access tables, retrieve, manipulate, trend and/or analyze data, generate reports, develop command level briefings; and create dashboards using Visual Basic for Applications (VBA) and/or Sharepoint.
You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:
- Knowledge of the Referral Coordination Process
- Ability to Coordinate Referral Management Programs
- Skill in Data Capture Tools and Systems
- Skill in Oral and Written Communications

Individual Occupational Requirements
Undergraduate and Graduate Education:
Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
Ph.D. or equivalent doctoral degree approved by a recognized accrediting organization
3 full years of progressively higher level graduate education leading to a Ph.D. degree approved by a recognized accrediting organization

Basis for Rating: Qualified candidates will be assigned to one of three quality categories: Best Qualified, Highly Qualified and Qualified. Veteran preference eligibles are listed ahead of non-preference eligibles within each quality category.
