Position Location: Human Resources Office, Clay National Guard Center, Marietta, GA. 

Permanent Change of Station (PCS): PCS is not authorized.

Selected Reserve Incentive Program (SRIP): Acceptance of a Federal Excepted technician position of over 179 days in length will cause termination from the Selected Reserve Incentive Program (SRIP).

Type of Appointment: This is a full-time, Excepted Permanent dual-status, position which requires Georgia Army National Guard membership.

Job Summary: This position serves as the Assistant Human Resources Officer for a state Human Resources Office servicing Army and Air National Guard positions.  The purpose of this position is to serve as the full assistant to the Human Resources Officer.   Shares in and assists the chief with respect to all phases of the work of the organization in planning, directing and administering the human resources programs for all full-time National Guard personnel to include competitive technicians, ARNG and ANG full-time support personnel in Active Guard/Reserve (AGR) status, and ARNG and ANG military technicians (MT).  Supervises positions engaged in substantive human resources work, may accomplish work through the use of an automated human resources system.

Background Check:  Selectee may, at the option of the agency, be required to submit to criminal, credit history, and general background checks which will be evaluated by the agency prior to a final offer of employment and access into the Georgia National Guard Federal Technician or Active Guard/Reserve program.

National Guard Membership: This position requires military membership. It is designated for Georgia Army National Guard Officer incumbent(s) only. In accordance with ARNG regulations, incumbent performs duties necessary to accomplish military Assistant Human Resources Officer functions in support of programs essential to state Army National Guard daily operations, training and readiness missions.

As a member of a Georgia Army National Guard unit, you will be required to train with your unit, normally one weekend a month and 15 days of annual training each year. Georgia Army National Guard units and members are subject to immediate call to federal or state active duty to meet national or state emergencies.


  • Must be a current U.S. Citizen.
  • Under 5 USC 2108 & 5 CFR 211, Veteran's Preference criteria does not apply.

The following list of duties is not conclusive but provides a brief snapshot of the duties that may be required of this position:

  • Advises the State Adjutant General, staff elements, and operating officials on matters pertaining to manpower and human resources management with continuing responsibility for all aspects of technician management to include both dual and non-dual status personnel.
  • Assists in development and administration of state rules and procedures that are adapted from policies prescribed by the National Guard Bureau, the Office of Personnel Management (OPM), Department of the Army, and Department of the Air Force.  Establishes and maintains liaison with OPM, U.S. Department of Labor, Federal Labor Relations Authority, and other human resources offices.
  • Establishes state manpower policies and directs their implementation with NGB policies and authorizations. 
  • Establishes and ensures implementation of procedures for the administration of the merit promotion plan to include procedures for recruitment, placement, evaluation, and pay determinations. 
  • Advises both management and subordinates on matters pertaining to conduct and discipline, the labor relations program, employee benefits and entitlements, and contributes to the accomplishment of special programs.
  • Directs the administration of a position classification and position management program with authority delegated to classify local exception supervisory and non-supervisory positions.
  • Establishes and administers a system for determining and documenting training needs, evaluating training courses, assigning priority to training plans and evaluating training accomplishments. 
  • Directs the administering, delivering, maintaining, advising and adapting of basic concepts, principles and theories of the state AGR program to ARNG/ANG managers, supervisors, and support personnel.
  • Directs development of administrative regulations and procedures to provide efficient and timely accomplishment of all human resources functions. 
  • Performs other duties as assigned.

    General Experience: Applicant must have experience, education or training which involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts and practices applicable to one or more fields of administration or management.  Experience using computer and automation systems.

    Specialized Experience: Applicant must have at least 36 months specialized experience involving the administering, delivering, maintaining, advising, and adapting advanced concepts, principles, and theories of Human Resources to the unique organizational, management, and mission requirements.  Experience assisting in the development of Human Resources policies and procedures.  Experience advising management on Human Resources principles and practices.

    Knowledge, Skills and Abilities (KSAs): Applicants who meet the eligibility requirements will be further evaluated by the Selecting Official based on the following KSAs considered essential to perform the duties and responsibilities of this position.

    • Knowledge of the following HR areas:  Recruitment/Placement Compensation, Classification, Labor Relations, Employee Benefits, Employee Development, Adverse Action, and Information Systems, etc.
    • Skilled in the administrative regulations and procedures to provide efficient and timely accomplishment of all human resources functions.
    • Knowledge of conflict resolution techniques to address and deal with conflicts and issues that may arise in the office.
    • Ability to interpret reference materials to ensure conformity, consistency, and compliance with applicable laws, rules, regulations, policies, and procedures.
    • Ability to apply supervisory and leadership principles and techniques within the work group to ensure a productive, professional working environment and to provide for timely completion of work tasks and assignments.
    • Ability to coach and mentor subordinate employees to improve performance, productivity, and expertise.
    • Skill to research and analyze various personnel matters to recommend alternative solutions and/or take appropriate course of action. 
    • Skilled in the interpretation of TPR’s and 5 USC.
    • Knowledge in the area of budget management and fiscal law.


    Other Requirements: For positions requiring a security clearance (Secret or Top Secret) the applicant must posses or be able to obtain a clearance within one year of appointment. 

    National Guard Compatibility: Once an applicant is selected and prior to being placed in the technician Assistant Human Resources Officer position, the selectee must be assigned to any unit in the Georgia Army National Guard as an Officer  in OBR: 42B/H.   Rank inversion is strictly prohibited.

    Wear of the Army uniform as prescribed by AR/NGB/GA NGR is required for incumbent of this position.  Acceptance of this position constitutes concurrence with this requirement as a condition of employment.
