The mission of the Division of Astronomical Sciences is to support forefront research in ground-based astronomy; to help ensure the scientific excellence of the U.S. astronomical community; to provide access to world-class research facilities through merit review; to support the development of new instrumentation and next-generation facilities; and to encourage broad understanding of and diverse participation in the astronomical sciences.

Program Analysts apply analytical techniques and information management skills to capture, assemble and disseminate data for assigned projects; conduct analyses; prepare, evaluate and coordinate activities; and provide advice to management in the following areas:
Financial Resources Management
- Identifies and advises supervisor of resources required to provide administrative support including funding, staff and equipment for assigned projects;
- Administers assigned budget operations by performing continuous analysis of organizational use of allocated funds;
- Identifies and advises Division management officials on financial matters;
- Ensures financial management regulations are adhered to.
Business Process management
- Works with other team members or project specialists to restructure work processes, standardize procedures, and manage changes for the Division;
- Evaluates the effectiveness of administrative procedures and the consistency of their contributions to the accomplishment of organizational and program goals and objectives;
- Recommends changes to meet short and long-term strategic plans and objectives;
- Evaluates the Division's internal and external webpage for outdated program information and coordinates updates.
- Plans, develop, coordinates, organizes, implements, communicates, and tracks project plans, guidelines, budgets, procedures and timetables;
- Performs management studies to evaluate and measure the progress and success of projects and recommends ways to improve the effectiveness and efficiency of cross-directorate programs and activities;
- Collects statistical data and narrative information from a variety of sources and applies analytical techniques to data management systems to identify patterns and trends;
- Participates in the cross-divisional Enhancing Access to the Radio Spectrum (EARS) program;
Participates in management meetings on modifying or initiating programs or projects.

To qualify at the GS-11 level, you need to have one of the following:
1. At least one year of specialized experience equivalent to the GS-9 level in the Federal service. Examples of specialized experience may include: using quantitative and qualitative analytical techniques to evaluate the effectiveness of administrative procedures; and as appropriate, recommending changes to meet short and long-term strategic plans and objectives of the organizations. Engaging in on-going analysis of financial matters to determine resources required and ensuring that regulations concerning financial management are adhered to. Applying various analytical techniques to data management systems in order to identify patterns and trends; and developing tracking and reporting systems to monitor analytical activities. Performing management studies to evaluate and measure the progress and success of projects assigned and to identify and recommend ways to improve the effectiveness and efficiency of programs and activities.
2. A Ph.D. or equivalent doctoral degree.
3. Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.
4. A combination of post high school education and experience that combined meet the qualification requirements for this position.
To qualify at the GS-12 level you must have at least one year of specialized experience equivalent to the GS-11 level in the Federal service. Examples of specialized experience include: applying analytical and evaluative methods and techniques using both quantitative and qualitative analysis; compiling and analyzing program statistics; and preparing evaluations of program activities.
Education may be substituted for experience as described in “Qualifications."
