What General Information Do I Need To Know About This Position?

This position is being filled under the TCF Recent Graduates Program.  TCF is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions.  The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field.

Individuals selected for these positions are trained, coached, and supervised by a preceptor. Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training and the suitability of their facility as a training location.

If selected for the TCF Recent Graduate Program, you will follow a formal training plan for 2 years. During the first year, you will be under a temporary appointment in the excepted service. Participants who are successfully meeting the requirements at the end of their first year are eligible for conversion to a permanent appointment or a term appointment (1-4 years in duration) without further competition.    This conversion is at the agency's discretion.

Selectees will be required to sign Mobility, Training, Continued Service and Participant Agreements.

What are the Eligibility Requirements?

In order to be eligible for an appointment under the TCF Recent Graduate Program you must meet the following requirements:

You must be a recent graduate who has completed, within the previous two years, an associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution such as an accredited technical or vocational school; a 2- or 4-year college or university; a graduate or professional school (e.g., law school, medical school); or a post-secondary home school curriculum. Note: Certificate program is defined as post-secondary education in a qualifying educational institution equal to at least one academic year of full-time study that’s part of an accredited college-level, technical, trade, vocational, or business school curriculum.

 Veterans (as defined in 5 USC 2108) who, due to military service obligation, were precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period described above have a full 2-year period of eligibility upon their release or discharge from active duty; however, this eligibility period cannot extend beyond 6 years from the date of completion of the requirements of an academic course of study.

This is a developmental position in the Accounting Section of Fiscal Service at the Dayton VA Medical Center.   The full performance level of this position is GS-0510-11.   This position is intended to provide experience and on-the-job training.   The incumbent will receive progressively more difficult assignments and projects to achieve specialized objectives.  Serves in a developmental capacity.   Accomplishes a prescribed agenda of formal/informal classroom and on-the-job training, rotational job assignments, and self-development.   Performs developmental assignments involving the review and processing of accounting documents.   Assists in maintaining, analyzing and reconciling general ledgers and subsidiary ledgers.   Assists in preparing related reports and in initiating corrective actions.   Provides  advice and assistance to technicians, analysts and clerical personnel on transactions requiring professional accounting determinations.   Maintains liaison with serviced activities,providing advice on availability of funds, reporting methods and account reconciliation's.

Participates with higher grade accountants in furnishing assistance and advice to operating elements, recommending solutions to problems, and devising new or alternative procedures for accounting or related functions involving analysis of accounting operations.   Studies and charts the flow of accounting documents.  Observes and reports on prevailing practices concerning the treatment of selected transactions.   Analyzes currrent procedures and systems to determine if improvement or simplification is needed. Studies, analyzes and interprets manuals and other accounting regulations from higher authority and discusses their application with supervisor.  

Performs a variety of routine, technical, and occasionally more complex accounting assignments designed to develop greater professional competence, broad familiarization with the accounting system and with the overall objectives concerning the development of a fully qualified accountant.   Typical assignments include examining a variety of financial statements for completeness, internal accuracy, and conformance with uniform accounting classifications and other specific accounting requirements; reconciling reports and financial data with financial reports on file, pointing out inconsistencies or errors; assembling information and making comparative analyses; drafting interpretations of accounting requirements, in response to requests; reviewing accounting documents such as travel orders, requisitions, and contracts to determine whether accounts are in conformance with uniform accounting classifications; and developing annual and monthly budgetary schedules for specific cost categories and accounts for the organization.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.


Time-in-grade:  Applicants who are current Federal employees and have held a GS-5 grade any time in the past 52 weeks must also meet time-in-grade requirements.

 

Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

OR

 

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.

 

The applicant's background must also include one of the following:

  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

 

Specialized Experience: Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-5) in the normal line of progression for the occupation in the organization.
