JOB SUMMARY:

The mission of the National Finance Center: To design, develop, implement and operate, cost-effective, financial, administrative, and management information systems and services supporting missions of the USDA and its customers.

This position is located in the Office of Chief Financial Officer, National Finance Center (OCFO/NFC), Government Employees Services Division (GESD), Payroll/Personnel Operations Directorate, NFC Contact Center, Operations Section in New Orleans, Louisiana.

The purpose of this position is to perform budget and accounting, clerical, payroll/personnel, and administrative support work.

As a Financial Management Assistant, you will be responsible for the following:

  • Analyzes, determines, and resolves payroll/personnel processing problems and responds to inquiries involving a wide range of pay and personnel actions, including providing general information related to the pay, benefits, deductions, etc. 
  • Work with systems development personnel to locate and resolve accounting transaction problems in the accounting system.  
  • Examines accounts or resolve difficult reconciliations requiring an analysis of adjustments and corrective entries in the account.
  • Accomplishes a variety of difficult substantive payroll/personnel, budget and accounting financial administrative support activities involving a variety of processes and procedures that require the resolution of numerous problems.
  • Coordinates expenditures with customers to resolve errors or discrepancies in bills. 
  • Identifies fiscal trends that may indicate that obligations and expenditures will exceed allocated budget amount; recommends actions necessary to reverse adverse trends.
  • Maintains cost accounting records on various office service contracts, agreements, etc.
  • Serves as point-of-contact for obligating costs against project funds to resolve problems involving estimate costs, cost symbols, appropriations, etc.
  • Accomplish a variety of general clerical and administrative functions.

GS-5 level:

Specialized Experience:

I have at least one year of specialized experience equivalent to at least the GS-04 level in the Federal service or private sector which involved payroll/personnel administrative system support. 

 

GS-6 level:

Specialized Experience: 

I have at least one year of specialized experience equivalent to at least the GS-05 level in the Federal service or private sector which involved providing billings and collections, clerical, and payroll/personnel administrative system support. GS-7 level:

Specialized Experience:

I have at least one year of specialized experience equivalent to at least the GS-06 level in the Federal service or private sector which involved providing accounting and budget; billings and collections, clerical, and payroll/personnel administrative system support.

Education:

GS-05 level:

Four years of education above High School may be substituted for the experience requirements or completion of a Bachelor's degree or a combination of education and experience.

 

GS-06 level:

There is no education substitution that is qualifying at this grade level.

 

GS-07 level:

There is no education substitution that is qualifying at this grade level.

 

Combining Education and Experience: Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement may be used to meet total qualification requirements and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify.

 





Approximate percentages of time must be identified when positions held involved the performance of more than one type of work (e.g., secretarial and accounting, truck driver and warehousing, clerical, etc.). HOW YOU WILL BE EVALUATED:

Category Rating: Once the application process is complete, a review of resume and supporting documentation will be made and compared against your responses to the assessment questionnaire to determine if you meet minimum qualifications and your application demonstrates you possess the particular competencies for this position. Eligible candidates will then be placed for selection consideration into 3 categories as described below:

  1. Best-Qualified Category.   Meets the minimum qualification requirements and demonstrates experience as an expert in the field or recognized as a senior specialist, team lead, etc.
  1. Well-Qualified Category.   Meets the minimum qualification requirements and demonstrates full-performance level experience based on responses to occupational questionnaire.
  1. Qualified Category.   Meets the minimum qualifications and demonstrates minimum experience and/or training only based on responses to occupational questionnaire.
The category assignment is a measure of the degree in which your background matches the competencies required for this position. If, after reviewing your resume and or supporting documentation, if a determination is made that you have inflated your qualifications and or experience, your rating may be adjusted and/or you may lose consideration for this position.   2. Ability to analyze and resolve financial errors and discrepancies.
  3. Skill in the use of automated systems to provide administrative support.
