WHO MAY APPLY:

JOB SUMMARY:

ARKANSAS NATIONAL GUARD 

MILITARY GRADE REQUIREMENT:  Enlisted, Not Less Than SSG/E-6, Not To Exceed SFC/E-7

NOMINATING OFFICIAL:  SFC Adam MacDonald, Surface Maintenance Mechanic Supervisor

DUTY LOCATION:  Field Maintenance Shop 5 (FMS) 5, Warren, Arkansas  

MILITARY REQUIREMENTS:  This is an Excepted (Dual Status Military Technician) position that requires active membership in a compatible skill in the Arkansas Army National Guard.  Selectee must be a member of the Arkansas Army National Guard and be assigned to a compatible military position  in Career Management Field (CMF)12, 13, 14, 19, 25, 88, 91, 92, 94.  Must become compatible within 12 months of appointment. 

IMPORTANT NOTES (AS APPLICABLE):  Upon selection for this position, individual must possess or initiate a National Agency Check with Inquiries (NACI) background investigation.  A favorable determination based upon investigative results is mandatory for this position.  Failure to meet these requirements will result in termination of employment.  A pre-placement physical is required if not already current.  Upon selection, must complete mandatory Full-Time Support (FTS) Training at the Professional Education Center (PEC) within six months of assignment (if applicable, training will be coordinated by the supervisor).  Individual  must meet all military requirements of the position without creating a grade inversion, as determined by the Human Resources Office (HRO).

The incumbent assigns work orders to specific crew members and selects workers for various jobs on the basis of knowledge, skills, and abilities.  Assures that there is enough work to keep the work crew busy.  Checks work in progress and when finished for compliance with supervisor's instructions, work orders, and established shop procedures on work sequence, procedures, methods and deadlines; and directs or advises other workers to follow supervisor's instructions and to meet deadlines.  Troubleshoots, performs maintenance and major repairs on heavy-duty mobile equipment, combat, tactical and automotive vehicles.  Troubleshoots equipment and diagnoses the cause of mechanical failures by means of visual and auditory checks and/or uses test equipment such as engine analyzers, compression testers, voltmeters, ohmmeters,pressure gauges, and computer diagnostic tools.   Removes and disassembles engines and major assemblies, sub-assemblies, components, and fuel, hydraulic,and oil pressure systems.  Independently performs repairs and maintenance functions with little or no supervision in remote locations that can be accomplished by removing, cleaning, reinstalling, or replacing defective parts of components and systems such as injectors, shoes, voltage regulators,generators, injector pumps, and fuel pumps.  Assists in the maintenance of production reports and records, and makes recommendations to the supervisor.  Plans, organizes, and performs technical analyses as required or assigned.  Performs other duties as assigned.

SPECIALIZED QUALIFICATION REQUIREMENTS:  Must have 18 months experience in the direction and/or performance of the operation, repair and maintenance of heavy mobile, track, and engineer equipment.

PLACEMENT FACTORS:  Applicants should demonstrate through prior experience,education and training the following:  (1) Knowledge and training on the Standard Army Maintenance System Enhanced (SAMS-E), equipment inspection,and work order flow.  (2) Skill in directing and/or performing repairing, overhauling and rebuilding major assemblies and systems of heavy mobile equipment.  (3) Knowledge and skills needed to pass on instructions received from the supervisor, demonstrates proper work methods,insures plans, blueprints, materials, and tools are available.  Sets pace performing non-supervisory repair work of the same kind and level as that done by the group.  (4) Knowledge and skills to perform major repair and maintenance of heavy mobile equipment, i.e., five ton and larger wheeled vehicles, self propelled artillery, and heavy engineer equipment.  (5) Ability to troubleshoot complex malfunctions requiring knowledge of the interaction of several subsystems.  (6) Ability to repair and overhaul major subassemblies, i.e., engines (gasoline and diesel), automatic and non-automatic transmissions, differentials, transfers,fuel and electrical systems.  (7) Experience in the use of test equipment, i.e., engine analyzers, voltmeter, ohmmeter and compression tester used in diagnosis of equipment failure.  (8) Completion of a course related to the field.

OTHER INFORMATION:

This position with the Arkansas National Guard is a Title 32 USC 709 position, not Title 5, and as such has different Reduction In Force (RIF) criteria, certain grade and promotion limitations, and no Veterans Preference.  Direct Deposit/Electronic Funds Transfer of Civilian Pay is required as a condition of employment/promotion/reassignment.  Initial in-processing of new employees will include enrollment procedures.  Permanent Change of Station (PCS) may be authorized in accordance with Joint Travel Regulations (JTR).
