The FRTIB is an Independent Federal Agency responsible for administering the Thrift Savings Plan (TSP). We help Federal employees and members of the Uniformed Services retire with dignity by providing benefits similar to private sector 401(k) plans. The Thrift Savings Plan (TSP) is widely considered to be one of the best retirement plans in the world and a model for defined contribution plans.

The FRTIB is looking for a highly qualified and motivated individual to serve as an Information Technology Specialist (INFOSEC), and performs a broad range of complex duties associated with planning, implementing, managing, and evaluating a comprehensive information security program for the Agency. This position is located in the Office of Technology Services (OTS).

The major duties of the position are:

  • Ensures the confidentiality, integrity, and availability of software applications and data through the planning, analysis, development, implementation, maintenance, and enhancement of information systems security programs, policies, procedures, and tools.
  • Evaluates, acquires, configures, and uses software intended to ensure that automated systems and software applications are secure from unauthorized use, viruses, and other problems that would compromise sensitive information in terms of confidentiality, integrity, and availability, or would compromise other aspects of overall system security.
  • Reviews and evaluates information security policies, and identifies the need for change based on new security technologies or threats. Tests and implements new policies, and institutes measures to ensure awareness and compliance.
  • Initiates contact and provides expert technical advice and direction regarding information security to contractors involved in software applications development, testing, and deployment.

    Minimum Requirement: This position requires a Certified Information Systems Security Professional (CISSP) certification -AND- a Certified Information Security Manager (CISM) certification.

    To qualify for this position, applicants must meet the specialized experience as described below:

    GS-14 Specialized Experience:
    One year of specialized experience equivalent to the GS-13 level in the Federal service. Such experience may include performing work that involves participating in ensuring the confidentiality, integrity, and availability of software applications and data through the planning, analysis, development, implementation, maintenance, and enhancement of information systems security programs, policies, procedures, and tools.


    Possess the IT-related experience demonstrating each of the four competencies listed below:

    1. Information Assurance - Knowledge of methods and procedures to protect information systems and data by ensuring their availability, authentication, confidentiality, and integrity.

    2. Information Security - Knowledge of methods, tools, and procedures, including development of information security plans, to prevent information systems vulnerabilities, and provide or restore security of information systems and network services.

    3. Software Application Security - Responsible for the development and maintenance of documentation required for System Planning and Authorization to include but not limited to Security Control Assessment Plans, System Categorization and Risk Assessments, System Security Plans, and Contingency Plans.

    4. Software Engineering - Knowledge of software engineering design and development methodologies, paradigms, and tools; the software life cycle; software reusability; and software reliability metrics.

    Education may not be substituted for experience at this grade level.

    Temporary Duty Travel: TDY for this position is 15 percent.
