JOB SUMMARY:

The mission of the Natural Resources Conservation Service is to serve as the nation's lead agency for natural resource management and soil and water conservation on private lands. See agency website

 

This is an "All Sources" announcement, applicants with Status or Special Hiring eligibility should also apply to the Status Announcement WV-13-933883-DB that runs concurrent to receive broad consideration.   

 

This announcement is for two (2) positions located in the Natural Resources Conservation Service (NRCS) Area Office, Morgantown, West Virginia.  You will serve as the Program Assistant providing administrative support to the area and field offices.  Responsibilities include processing and maintenance of records which represent the financial and administrative transactions primarily related to conservation programs and business processes.  This position may require 1 - 5 days of travel per month.

Relocation expenses are not authorized.

 

KEY REQUIREMENTS

  • Satisfactory completion of a background investigation, fingerprint check
  • Must possess a valid state driver's license
  • Successful completion of a one-year probationary period

·        You will enter application and contract data into agency-specific software programs and prepare software generated reports

·        Provide a variety of information to program applicants and participants, such as specific program and eligibility requirements and provide explanations regarding contract payment processes

·        Manage and process conservation program applications; analyze problems with applications and take remedial actions

·        Manage administration letters and documents related to application status, contract implementation, modification, cancellation or termination.

·        Assist with all functions related to financial and programmatic audits.

Qualifying experience for GS-05 includes one year of specialized experience comparable to GS-04 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience includes experience providing administrative support in interpreting program requirements; entering and maintaining information into databases, evaluating and analyzing program regulations and data, compose general correspondence and communicate with program managers and general public.

OR:  4 years of education above high school.

OR:   A combination of education and experience.

 


This position does not have a positive education requirement.

HOW YOU WILL BE EVALUATED:

CATEGORY RATING:  Applications will be evaluated in accordance with Office of Personnel Management (OPM) Delegated Examining Procedures using category rating.   Qualified candidates will be placed into one of the three categories as described below:    

Best Qualified Category: Meets the minimum qualification requirements and possesses all of the job related competencies as identified as important for successful job performance. 

Well-qualified Category:  Meets the minimum qualification requirements and possesses a majority (i.e., more than half) of the job-related competencies needed for successful job performance.  

Basically-Qualified Category:  Meets the minimum qualifications and basic eligibility requirements, but does not meet the definition of Well-qualified or Best-Qualified as described above.   Within these categories, applicants eligible for veterans' preference will receive selection priority over non-veterans.  (Additional points are not added for veterans' preference.)
