The FRTIB is an Independent Federal Agency responsible for administering the Thrift Savings Plan (TSP).  We help Federal employees and members of the Uniformed Services retire with dignity by providing benefits similar to private sector 401(k) plans.  The Thrift Savings Plan (TSP) is widely considered to be one of the best retirement plans in the world and a model for defined contribution plans.

The FRTIB is looking for a highly qualified and motivated individual to serve as the Supervisory Records Management Specialist with responsibility to supervise, direct, and oversee a subordinate staff who is responsible for identifying, inventorying, and providing for the storage and disposal of records held by the Board at the headquarters location and at the designated contractors providing TSP participant and record keeping services for the Board.

The major duties of the position are:

  • Provides technical expertise, advice, guidance, and recommendations to senior management and Agency staff, on all aspects of records management functions, policies, and requirements.
  • Leads, plans, coordinates, reviews, and manages the Agency records management functions for both TSP mission and FRTIB administrative records.
  • Directs a staff of records management specialists responsible for the implementation of the records management program. 
  • Keeps abreast of all new Federal laws and regulations that impact the Board’s records management program.

To qualify for this position, applicants must meet the specialized experience as described below:

Specialized Experience: Experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled and is equivalent to the GS-13 grade level.

The Specialized Experience is defined as experience equivalent to the GS-12 grade which involves managing an organizations’ records management program, to include records review, evaluation, and inventory; records tracking systems; and records storage, disposition, and disposal.

Specialized Experience: Experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled and is equivalent to the GS-14 grade level.

The Specialized Experience is defined as experience equivalent to the GS-13 grade which involves providing supervision, direction, and expert advice on all aspects of planning, establishing, and managing an organization’s records management program to include identifying, inventorying, and providing for the storage and disposal of records maintained by an organization.


Education may not be substituted for experience at this grade level.

Applicants must meet basic eligibility requirements such as Time-in-Grade, minimum qualifications, and other regulatory requirements by the close date of this announcement.

 

Time-in-Grade: Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time-in-Grade Requirement, which is 52 weeks of Federal Service at the next lower grade, (GS-12 for GS-13, GS-13 for GS-14).

Temporary Duty Travel: TDY for this position is 10 percent.
