The VA Loma Linda Healthcare System is currently seeking a dynamic, experienced leader for the position of Pharmacy Executive Manager.

The VA Loma Linda Healthcare System is part of the Desert Pacific Healthcare Network. The Healthcare System is comprised of the Jerry L. Pettis Memorial VA Medical Center and six community clinics located in Blythe, Corona, Palm Desert, Rancho Cucamonga, Murrieta and Victorville. Opened in 1977, the Medical Center is named in memory of Congressman Jerry L. Pettis, who worked diligently to locate the facility in Loma Linda. It is one of the top 25 employers in the Inland Empire; with over 2,294 employees and 1,332 volunteers that serve over 65,000 Veterans who entrust their health care needs to the VA. The Medical Center provides a wide variety of services through inpatient, outpatient and home care programs. The major bed services are Medicine, Surgery and Behavioral Medicine. The facility has 177 acute care beds and a 108 bed Community Living Center. In 2016, we are to open our Health Care Center, 3-story 275,000 square feet, devoted for outpatient care off-site. We are a teaching institution with a number of affiliations with local educational institutions to include an affiliation with the Loma Linda Medical University.

Affiliations: Postgraduate medical and dental education programs are conducted with the Loma Linda University. In addition, the Medical Center is also affiliated with 106 other educational institutions and provides training for a variety of allied health specialists.

The Pharmacy Executive Manager (PEM) must be a licensed pharmacist and provide leadership, direction, organization, planning and implementation of pharmacy programs. These programs promote effective utilization of all resources and also promote quality pharmaceutical services throughout both Inpatient and Outpatient settings. The PEM has administrative and supervisory responsibility over a complex and growing pharmacy organization that has approximately 113 pharmacists, pharmacy technicians, and other support staff. Services are provided to five Community Based Outpatient Clinics, and Research to include supporting the Centralized Mail-Out Pharmacy process. The PEM participates in all elements affecting the Medical Center mission as well as serving on committees designated to facilitate top management decisions. Based on the level of this position, the PEM may be assigned to not only VISN committees/councils but also VHA national committees and/or task groups.

Clinical Functions include, but not limited to, developing and maintaining effective, high quality clinical Pharmacy programs designed to maximize pharmacotherapeutic benefits from patient outcome and cost perspectives. Recommends program changes that would enhance patient care programs, document cost savings and maintain or improve quality of care. Responsible for provision of direct patient care, patient and family education, and drug information for other professional staff. Provides support for quality assurance and coordinates the Pharmacy’s participation in Medical Center drug utilization review, medication aggregate reviews, root cause analysis, and other quality assurance programs identified. Develops and maintains performance improvement committees and programs within Pharmacy. Ensures compliance with mandates related to all pharmaceutical services.

Education functions include, but not limited to, maintaining affiliations with the local pharmacy education institutions. Provides training for Doctor of Pharmacy students in specialty areas. Provides oversight of the Clinical Pharmacy residency program accredited by the American Society of Health Systems Pharmacists (ASHP). Identifies educational needs of pharmacy staff and implements appropriate staff development programs.

Administrative functions include responsible for overall planning, operation and evaluation of pharmaceutical services delivered to the veteran population served by the Medical Center. Establishes program goals and develops operational plans and policies to achieve them. Prepares, projects, and justifies budgetary, personnel, equipment and space requirements for Pharmacy. Responsible for the fiscal allocation of the cost center for Pharmacy and maintains accurate accountability for the medical sub-accounts for drug medical supplies and other supplies within the cost center. Routinely advises the Associate Director and other medical center management staff (Executive Leadership Board, etc.), as requested, of any problems and/or cost impact of changing prescribing patterns and offers recommendations for consideration by top management.

Research functions include, but not limited to, assuring all investigational drugs for use in the medical center have complete and appropriate protocol approved by the Medical Center Research and Development Committee and our affiliate. Promotes the development and implementation of pharmacy-based research, providing leadership and assistance to research activities in Pharmacy.

Program Management functions include, but not limited to, determining resource needs and allocates resources, assuring proper utilization, productivity, efficiency and cost effectiveness of the operation. Determines the need and develops plans for organizational changes involving basic structure, operating costs and key positions. Ensures reviews of budget expenditures for assigned control points are properly budgeted and reconciled. Manages the department to assure prompt and effective response to patient and medical staff needs. Effectively defines problems and seeks workable solutions. Promotes customer service with stakeholders keeping them apprised on activities which impacts them. Is responsive to staff needs/concerns using various alternative dispute resolution techniques to resolve at the lowest level. Is a role model for and mentors staff on customer service expectations ensuring staff are timely informed on staff satisfaction results/goals and performance ratings. Recognizes staff timely IAW protocols using various staffing recognition resources/funding. Conducts periodic reviews of Pharmacy activities. Informs top management of necessary changes to fulfill program and operational goals or mandates (e.g., staff resources, equipment, space, etc.). Ensures staff competency folders are current and up to date per protocol and Joint Commission

BASIC REQUIREMENTS:

· U.S. Citizenship

· Graduate of Accreditation for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or Doctor of Pharmacy (Pharm.D.) degree.

· Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e.. Puerto Rico), or the District of Columbia.

· Proficient in spoken and written the English language.

GRADE DETERMINATIONS:

· In addition to the basic requirements, one year of creditable experience at the next lower grade level (GS-14) which is directly related to the position to be filled.

SPECIALIZED EXPERIENCE:

· Must have one (1) year experience equivalent to the GS-14 grade level.  

 

Specialized experience includes managing a complex medical center based pharmacy program that is defined as having multiple practice settings (e.g. hospital ambulatory care, long-term care, behavior health care) that require Joint Commission review as separate standards. In addition to the medical center pharmacy, has responsibility for pharmacy services at one or more of the following: CBOCs, Rural Health Program, domiciliary, or provides dispensing and/or clinical services to State Veterans Home. The Pharmacy should provide clinical pharmacist services to three (3) or more specialty areas such as, but not limited to, hemodialysis, oncology, operating room or an emergency department.

 

PREFERRED EXPERIENCE:

· Licensed pharmacist with a doctoral degree in Pharmacy and previous management experience.

· An advanced degree in public health (MPH)or business administration (MBA) is preferred.

2. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues.

3. Skill in utilizing regulatory and quality standards to develop and implement operational programs.

6. Ability to plan, organize and direct the functions of the pharmacy staff.
