This position is located in the Department of Health and Human Services (DHHS), Office of Secretary (OS), Office of the Assistant Secretary for Administration (ASA), Office of the Chief Information Officer (OCIO), under the Office of Enterprise Architecture (OEA), located in the Washington, DC Metro Area.

OCIO advises the Secretary and the Assistant Secretary for Administration (ASA) on matters pertaining to the use of information and related technologies to accomplish Departmental goals and program objectives. The Office of Enterprise Architecture (OEA) is responsible for managing the HHS Enterprise Architecture (EA) program and related efforts to document and administer the information assets that support fulfillment of the Department's mission and goals.

Serves as the technical steward expert providing leadership in the planning, design, development, and implementation to enhance management information systems to meet the needs of HHS. Interprets Government-wide IT Technology and Federal Information resources management (IRM) rules and regulations to develop HHS Information Management plan systems and development guidance and standards. Facilitates the establishment of standards, policies and guidelines to ensure appropriate application, implementation, and compatibility with Government-wide and Departmental systems analysis and technical standards, including the various initiatives driving the Department towards consolidation, the President’s Management Agenda and the Department’s “One HHS” policy. Represents HHS as an expert systems analyst and supports and assists the establishment and management of a consensus based participatory Department system design program.

IT COMPETENCIES

Applicants must have IT-related experience demonstrating each of the four competencies listed below:

  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

SPECIALIZED EXPERIENCE

In addition to the IT competencies listed above, applicants must also possess one year of specialized experience at the next lower grade level (or equivalent) in the normal line of progression for this occupation as stated below.

At the GS-14 level:

Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-13 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience applying enterprise architecture and systems analysis principles to the design and development of complex, large scale systems.

Conditions of Employment:

1.
