This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-13. At the GS-11 grade level, the incumbent performs assignments of a more limited scope and with less independence. The incumbent will progressively acquire the background necessary to perform at the full performance level of GS-13. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Promotion is not guaranteed and no promise of promotion is implied.

This position is located within the Office of Information and Technology (OI&T), Enterprise Applications. You will serve as a Senior Information Technology Specialist in the Financial Operation Support located in Washington, DC.

The duties are similar to those of GS-12, except for the fact that you will not have the requisite experience to perform all of the duties of the position without greater degree of supervisory assistance and review than contemplated in the full performance GS-13 position description. The supervision becomes progressively less detailed as you gain further experience. You may be promoted no-competitively to the full performance level provided that work at the higher level continues to exist and you demonstrate the ability to perform it; and also the time-in-grade and other administrative requirements have been met.

Duties and Responsibilities:

Responsible for providing information technology (IT) analysis and support during the design, development, implementation, and maintenance of the Enterprise Applications.

Responsible for the IT functional design of Enterprise Applications

Responsible for tasks of an exceptionally complex, multi tasked national project requiring simultaneous development in a number of complicated areas.

Apply general principles of Circular A-127, Federal Information Processing standards, and Joint Financial Management Improvement Project (JFMIP) standards when making changes to procedures or processes in Enterprise Application, and any modification to Enterprise Applications and any interfacing applications.

Interacts with vendors and contractors on a regular basis to ensure proper execution of contract deliverables from an IT perspective

Develop and conducts tests of new projects and modifications of design to the extent required

Perform other related duties as assigned

For the GS-11 grade level, you must also have one year of specialized experience equivalent to the next lower grade level (GS-09). Examples of specialized experience include:designing, testing, debugging and maintaining software applications that adhere to both technical and functional requirements; developing, modifying, integrating and maintaining the use of reusable software developed from various sources; utilizing database management principles and methodologies such as data structures, data modeling, and data processing to ensure consistency with current and future planned data environments. NOTE: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

You must have IT-related experience in each of the following four competencies which must be supported by the information contained in your resume and other application materials.

1. ATTENTION TO DETAIL: Reviews moderately complex data from multiple sources and determine relevant information to a given situation. Drafts, edits, and disseminates written reports and status updates that are factual, timely and relatively error free.

2. CUSTOMER SERVICE: Maintains relationships with customers with diverse needs. Provides moderately technical or complex information about products and services. Assesses customers' needs and identifies products and/or services to meet their needs. Resolves fairly complex or non-routine problems, questions, or complaints; directs the most complex problems, questions, or complaints to the appropriate person.

3. ORAL COMMUNICATION: Communicates, explains or defends complex information technology ideas and information clearly and adapts to the audiences level of knowledge. Thoughts are well organized. Listens to others, and recognizes potential miscommunications.

4. PROBLEM SOLVING: Uses logic to identify alternatives to solve complex or sensitive technological problems; anticipates problems and identifies and evaluates potential sources of information and generates alternatives to solve problems where precedents do not exist.

Education - A Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree, as follows: a degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:

    Ability to Serve as an IT Specialist, working with the financial management system, integrated procurement accounting system, and payroll system activities in Web Support.

 

    Knowledge and understanding of the capabilities and limitations of computer equipment and system software in order to carry out application programming projects.

 

    Knowledge of data processing standards as they relate to limitations on programming techniques and documentation in order to participate in feasibility studies.

    Knowledge of project management and system development life cycle standards as to their relationship in managing projects.

    • Highly qualified - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job;
    • Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job; and
    • Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.
