This position functions in the Outpatient Section, Pharmacy Department.  Primary functions include the processing and filling, and dispensing of prescription medication orders, prescription supply medication orders, and prosthetic supply orders.  National pharmacy technician certification is required.  This technician functions under the matrix supervision of the Outpatient Pharmacy Program Manager while directly reporting to the Outpatient Pharmacy Technician Supervisor. Major duties and responsibilities include but are not limited to:
- Prepares and fills all outpatient orders and requests for controlled substances.
- Receives new stock and returned stock into inventory by ensuring the accuracy of drug records. 
- Conducts regularly scheduled inventories and interacts with controlled substance inspection officials.
- Is authorized and executes authority to initiate and complete all orders for controlled drugs, including local requirements, VACO directives, DEA requirements (including completing DEA forms) and other state and local requirements that apply.
- Monitors and analyzes orders and distribution patterns to identify questionable circumstances or unusual trends.  Communicates potential problems to supervisor.
- Provides controlled substance training for technicians, pharmacists, inspectors, and students when requested.
- This technician is responsible for manufacturing all products requiring compounding which are made in large batches for more than one patient.
- This involves interpretation of the prescribers, orders, selecting and measuring appropriate ingredients, mixing ingredients in a safe and effective manner, inspecting the final product for accuracy, suitability and elegance, labeling the product, maintaining records of the manufacturing process and supplying the product for delivery.
- Uses either standard protocols to determine an accurate expiration date for each batch prepared.

Work Schedule: Monday-Friday, 9:30am-6:00pm, with possible weekends on a rotating basis.

BASIC REQUIREMENTS:
• Citizen of the United States.
• A high school diploma or equivalent; or at least 3 months experience.
• Certification by the National Pharmacy Technician Certification Board (PTCB) is required for this grade level.
• This position requires a pre-employment physical examination.
• Proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).

 

GRADE DETERMINATIONS FOR THE GS-6 LEVEL: One year of specialized experience is required. Experience must have provided a basic knowledge of: pharmaceutical nomenclature; characteristics, strengths, and dosage forms of pharmaceuticals; pharmaceutical systems of weights and measures; and the variety of procedures and techniques involved in the care, storage, repackaging, bulk compounding, and distribution of pharmaceuticals. NOTE: Education, training, internships and externships are not creditable as experience for this grade level. Experience should have been gained post PTCB certification. In addition, the candidate must demonstrate the following technical KSAs:

 

1. Ability to solve problems and make recommendations, e.g., troubleshoot operational problems and refer for appropriate action.
2. Knowledge of the operation and care of automated equipment.
3. Knowledge of, and ability to follow, written instructions for compounding with aseptic technique for hazardous materials such as oncology agents.
4. Knowledge, and ability to perform, compounding with aseptic technique for routine sterile products.
5. Knowledge of policies and procedures for inventory management in specialized areas such as emergency carts.
6. Knowledge of the computerized prescription process demonstrated by the ability to input prescriptions and medication orders.

PHYSICAL REQUIREMENTS: The work requires the regular and recuring use of a computer monitor and prolonged periods of sitting. However, based on the secondary duty assignments, the work may require regular and recurring physical exertion, involving standing for prolonged periods of time, lifting/carrying of pharmaceutical supplies weighing up to 40 pounds, and bending/stooping. Work is performed in patient care areas and in the pharmacy, where there is potential for exposure to communicable disease. Such areas are adequately heated and ventilated, and normal safety precautions are required.
