NOTE: This is a TERM appointment (not-to-exceed 13 months). Term appointments are non-status, non-permanent appointments of limited duration. Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage.  Term appointments may be extended up to 4 years without further competition.

 

This position is located within the Health Services Research & Development (HSR&D) Center, Research Service, Richard L. Roudebush VA Medical Center, Indianapolis, IN. You will participate collaboratively in health services research development and doctoral training and work directly with a variety of doctoral level research scientists in executing VA Central Office approved research projects. Your primary responsibilities include monitoring project personnel, grant award financials, real property inventories, space allocations to COE programs and personnel and annual reports management. You will troubleshoot as needed to work through and solve research, evaluation and logistic problems, human resources, administrative challenges within the COE and linkages with groups of researchers, staff, patients and managers. Some of your other duties will include but are not limited to the following:

·       Conducts, coordinates and supports research activities

·       Performs data collection, management, reporting and other research operations

·       Performs various tasks related to the development, execution and management of clinical and health services research studies including coordinating completion of departmental annual reports

·       Coordinates and monitors research subject recruitment, data entry and data processing activities

Work Schedule: Monday thru Friday - 8am to 4:30pm

BASIC EDUCATION REQUIREMENT- You must first meet Basic Education Requirements for this position as described below. When applying for positions with a Basic Education Requirement you MUST provide official or unofficial transcripts that state a degree was conferred in the appropriate field. For this position the appropriate field is health or allied sciences.  You must provide any additional information to support you have met the Basic Education Requirement as outlined where the major field of study is not readily identified. (Copies of Degrees or course listings are not adequate information to meet the Basic Education Requirement). 

 

Basic Education Requirement:  MUST possess a successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor’s or higher degree in an academic field related to the health sciences or allied sciences appropriate to the work of the position.  The number of semester hours required to constitute a major field of study is the amount specified by the college or university attended, or 24 semester hours if this number cannot be obtained.  (Transcripts Required)

AND

ADDITIONAL QUALIFICATIONS- In addition to meeting the basic education requirement, you must have specialized experience or directly related education as described below. 

Specialized Experience: MUST possess one (1) year of specialized experience equipped with the particular knowledge, skills, and abilities to perform successfully the duties of Research Health Science Specialist position. To be creditable, specialized experience must have been equivalent to at least GS-9 grade level. Examples of specialized experience include:  working experience in a health services research and development center conducting, coordinating and supporting research activities; performing data collection, management, reporting and other research operations; performing various tasks related to the development, execution and management of clinical and health services research studies including coordinating completion of departmental annual reports; coordinating and monitoring research subject recruitment, data entry and data processing activities. NOTE: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

OR

Education:  MUST possess a successfully completed a Master’s or equivalent degree.  Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.  This education must have been obtained in an accredited college or university. (Transcripts Required)  

OR

Combining Education and Experience: Equivalent combinations of successfully completed graduate education and experience may be used to meet total experience requirements.  This education must have been obtained in an accredited college or university.  (Transcripts Required) 

You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:

1.    Knowledge about research investigatory processes, study-related interviewing, compilation and analysis of data and development and reporting of recommendation and findings.

2.    Ability to manage, develop and conduct all or part of a research project including staff selection, assignment, scheduling and monitoring progress toward defined goals.

3.    Experience with data analysis and ability to communicate with other research project personnel regarding data analysis issues.

4.    Experience in the preparation and submission of research findings.

 

Physical Demands: Applicants may be required to travel on commercial aircraft. Occasional in state and out of state travel is required.

  • Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job; and
  • Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.
