POSITION DESCRIPTION # D1304000

This position is located in the Base Contracting Office of the Resource Management Branch. Its purpose is to serve as a Purchasing Agent and contracting information systems administrator. Incumbent is responsible for handling the most difficult purchases within the section in purchasing goods and services primarily through informal open market methods to include technical items involving nonlocal sources of supply; preparing requests for special design items to include local manufacture; contracting for required services; and

developing, implementing, maintaining, and training user personnel in the Base Contracting Automated System (BCAS). Serves as the main point of contact for the Contracting Office in communications with the National Guard Bureau (NGB), maintenance vendors, SSC/SMLC (Support Center, Gunter AFB) and other functional areas of the Air Base for the purpose of coordinating the full implementation and operation of the BCAS data system. Exercises limited warrant authority (typically $25,000) in carrying out Purchasing Agent responsibilities.

-- Purchases a variety of goods and services in support of Air National Guard requirements. Inputs data via BCAS to update vendor, stock item, accounting data, names and address files. Inputs information into BCAS for various acquisition reports. Is knowledgeable of and applies a wide variety of acquisition laws, regulations and policies to purchases. Selects and determines mandatory and optional provisions and contract clauses to include reference in Request for Quotation and Purchase Order documents. Inputs and consolidates purchase request for eventual award action. Prepares and prints buyer worksheet, Request for Quotation, and award documents. Prepares and issues synopsis in the Commerce Business Daily (CBD) as required.

POSITION DESCRIPTION# D1434000

 

This position is located in an Air National Guard (ANG) Base Contracting Office. The incumbent is responsible for numerous contracting transactions such as assisting and participating in contract negotiation for supply and services acquisition, and construction to include facility modification, rehabilitation, new construction, and facility maintenance. Assists with the total range of contracting actions from acquisition planning, solicitation actions, contract award, contract administration and contract closeout procedures.

--Assists with pre-award, post-award, and contract closeout functions for a variety of supply, services, and construction contracts within the Air National Guard (ANG). Contracting is established through sealed bidding procedures with some assignments involving negotiated small disadvantaged business program contracts, architect/engineer contracts and Job Ordering Contracting (JOC) delivery orders.

--Assists in the development of, or initiates advance acquisition or contracting plan for projects. Recommends the appropriate contract type and applicable special provisions as they apply to the particular project. Prepares Commerce Business Daily (CBD) synopsis, selects provisions of the solicitation applicable to the particular procurement and prepares the Invitation for Bid (IFB) or Request for Proposal (RFP) for procurements. This includes preparation of solicitation provisions, proposal documents, contract clauses, and plans and specifications. Compiles Bidders Mailing List and issues the solicitation and subsequent amendment(s), if applicable. Ensures that prospective contractor site visits and prebid conferences are conducted where appropriate.

General Experience

  1. (A) A bachelor’s degree from an accredited educational institution authorized to grant baccalaureate degrees.

WITH

  1. (B) At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing,  economics, industrial management, marketing, quantitative methods, or organization and management.

(This requirement can be obtained within the degree or in addition to the degree.)

                                                            AND

(C)  The Defense Acquisition Workforce Improvement Act (DAWIA) dictates specific education, training requirements, knowledge and experience factors for Acquisition Corps Officers and individuals holding Contracting Officer positions above the simplified acquisition threshold must meet certain criteria.  Groupings of education, training and experience standards provide the framework for progression in a career field and are used for the purpose of characterizing an acquisition officer’s qualifications within a given career field.  If applicants have not completed all the training required for their current position, they may not be considered as candidates to fill the vacant position on a promotion basis.  If prevented from completing mandatory courses, this certification must be met within 24 months of selection. The three career levels are:

Level I: Basic or Entry level positions at GS-5 to GS-9.

Level II: Intermediate or “Journeyman” level positions, GS-9 to GS-12.

Level III: Advanced or Senior level positions, GS-13 and above. 

Specialized Experience:(GS-1102-07)

1. Must have at least 12 months experience equivalent to at least GS-5 or 1 full academic year of graduate education, law school, or superior academic achievement. 

 

2. As well as applicants must have completed two years of experience in contracting positions, which must have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled, and must have completed mandatory contracting courses for a GS-7 position

Specialized Experience:(GS-1102-09)

1. Must have at least 12 months experience equivalent to at least GS-7 or 2 full academic years of progressively higher level graduate education, or master’s or equivalent graduate degree or LL.B. or J.D.

 

2. Additionally, all applicants must have completed two years of experience in contracting positions, which must have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled, and must have completed mandatory contracting courses for a GS-9 position.

 

 

 

 


Education

SUBSTITUTION OF EDUCATION:

Effective October 1, 2000 the Department of Defense implemented Title 10, United States code, sections 1723 through 1733, that put a positive educational requirement on this series, however if an individual occupied a GS-1102 position with authority to award or administer contracts above the simplified acquisition threshold in DoD on or before September 30, 2000, are exempt from the educational requirement.

Requirements

This position is being announced in accordance with state merit promotion procedures and collective bargaining agreement. Wearing of the appropriate military uniform is required while employed in this position. Permanent change of duty station (PCS) funds are not available. 

 

If you are an AGR and are selected for this position, you will be required to vacate your AGR status. 

 

Successful applicant will be assigned to a compatible military position in an appropriate unit of assignment in the Ohio National Guard.
