Provides contract/procurement advice and assistance to program managers, technical and financial specialists, co-workers, and/or others on contract or procurement policies, problems, or issues.

Performs work related to the review, analysis, and/or interpretation of procurement statutes, regulations, policy, concepts, guidance, or procedures for use in the solution of procurement or contracting problems or the accomplishment of projects or programs.

Performs work related to the review of contract actions or provisions to determine regulatory compliance or to improve contract competition.

Performs contracting work using formal advertising procedures. Advertises, solicits, locates sources, and procures a variety of products and/or services. Prepares an invitation for bid, publicizes the requirements for items and services to be procured, issues the solicitation document, reviews the bids for responsiveness to the solicitation, determines financial responsibility and performance capability of the bidders, and awards the contract. Uses a variety of contract types, such as performance based, fixed price, purchase orders, cost-reimbursement, cost-plus-fee (including fixed fee, incentive fee, and award fee), as well as grants, cooperative agreements, and other transactions to procure items and/or services. Reviews procurement submissions for adequacy and completeness, and resolves any problems prior to initiation of contractual action.

Negotiates contract modifications and the terms and costs of contract changes.

Performs the administrative and human resource management functions relative to the staff supervised. Plans, schedules, and assigns work to subordinates. Establishes guidelines and performance expectations for staff members; provides feedback and periodically evaluates employee performance. Provides advice, counsel, and/or instruction to staff members. Recommends or approves appointments, selections, or reassignments to positions appropriate to the selection authority delegated. Effects disciplinary measures as appropriate to the authority delegated in this area. Carries out Equal Employment Opportunity (EEO) policies and program activities.

KNOWLEDGE, SKILLS, AND ABILITIES:

Ability to supervise.

Ability to provide advice and assistance on contracting/procurement issues and activities.

Knowledge of contract review and evaluation principles and techniques.

Knowledge of contracting laws, regulations, principles, policies, and procedures.

Ability to communicate effectively other than in writing.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

BASIC REQUIREMENTS

A. Successful completion of all mandatory training prescribed by the head of the agency for progression to GS-14 or higher level contracting positions, including at least four (4) years of experience in contracting or related positions. At least one (1) year of that experience must have been specialized experience at or equivalent to a GS-13, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

AND

B. Successful completion of a full four-year course of study leading to a bachelor's degree with a major in any field, that included or was supplemented by at least 24 semester/36 quarter hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

OR

C. EXCEPTION: Applicants for FP-1102-02 positions will be qualified if they have held a FP-1102-02 position since January 1, 2000.

OR

D. WAIVER: Requirements of paragraphs A and B above may be waived if the agency's senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience.

OTHER INFORMATION:

This is an Excepted Service Appointment. Initial appointments to the Peace Corps normally are for 60 months (5 years). Employees are paid on the Foreign Service pay scale and receive the same benefits as other Federal employees. A background security investigation will be required for all hires. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.

This position is located in the Peace Corps Office of Acquisitions and Contract Management. The incumbent serves as the Supervisor of the Domestic Operations Team with responsibility for a wide range of contracting issues related to contracting operations to include personal services contracts, commercial supplies and services, non-commercial service contracts, interagency agreements, regional contracts, and simplified acquisitions.
