This position is located in the Financial Systems Branch (FSB), Division of Financial Management (DFM), Office of Budget, Finance, and Award Management (BFA). The FSA is responsible for the design, development, testing, implementation, operations, and inspection of the core financial management system, its sub-systems and any interfaces to and from the core financial management system, external and internal. The branch maintains internal controls for the core financial system and its interfaces and ensures the integration and integrity of the system; develops new financial reports used by all levels of program management to assist managers in achieving the most effective utilization of program resources and for continuing study, revision, improvement, or replacement of the entire financial management system of the Foundation.

The Systems Accountant is the Foundation's subject matter expert and consultant to the top agency management officials on transitioning to a new financial management system and on the existing core financial management system, its sub-systems, and interfaces, and the financial reporting databases.

Specific duties include the following Financial Management Systems Modernization Oracle Federal Financials Release 12:

 - Develops, analyzes, and conducts studies for addressing complex and critical system integration procedures and issues involving financial management systems.   

 - Participates in the planning and evaluation of a new financial management system and reporting applications.

 - Conducts research on new systems requirements set forth by FSIO, OMB, Department of Treasury, GAO and other regulatory and oversight organizations.

 - Develops documentation of current manual and automated financial systems processes.

 - Develops and/or reviews data clean up and data conversion strategy in support of the financial systems modernization effort.

 - Designs and/or reviews the account code structure for enhancements to the existing financial system, transition and the new financial management system.

 - Coordinates upgrades and enhancements to the new financial management system and its interfaces.

 - Designs new financial reporting applications and databases and queries to meet users' reporting needs.

 - Develops and/or evaluates requirements for new financial management systems.

 - Analyzes business processes and develops systems to streamline processes and address financial management issues.

 - Develops guidance and metrics for measuring success and continuous improvement of the existing core financial management system and the new financial management system, its interfaces, and reporting databases.

 - Establishes Financial Management System policies and procedures. System Analysis, Maintenance, Training, Documentation, and Regulatory and Legislative compliance.

 - Provides authoritative advice and guidance on complex agency- wide financial systems and processes.

 - Evaluates and analyzes the core financial management system, its interfaces, and the financial reporting databases.

 - Conducts impact analysis to determine the effect enhancements, changes, and system fixes will have on NSF's business processes and procedures.

 - Performs financial system data extraction, analysis, data manipulation and interpretation.

 - Oversees the development and/or develops technical and user guides for the core financial management system, financial reporting databases, and its interfaces.

 - Develops training scenarios and conducts training to NSF employees and contractors in the use of core financial management system and financial reporting databases.

 - Translates functional requirements to system specifications.  - Oversees reviews of the Foundation's core financial management system and its interfaces.

 - Supports the annual audit process by creating new financial reporting databases and/or modifying existing financial reporting procedures.

 - Develops and maintains security and contingency plans for the core financial management system and the financial reporting databases.

All candidates must meet one of the following basic requirements for accountant positions:

1. A degree from an accredited college or university in accounting and/or auditing or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. May include up to 6 hours of credit in business law.

2. A combination of education and experience - 4 yrs of experience in accounting or a combination of accounting experience, college level education, and training and one of following: 1) 24 semester hrs. in appropriate accounting or auditing courses (can include 6 hrs. of business law); 2) certificate as a Certified Public Acct. or a Certified Internal Auditor, from a written exam; 3) degree that included substantial accounting/auditing courses, (15 sem. hrs.), but less than 24 sem. hrs.

In addition to meeting the basic qualification requirement described above, candidates at the GS-13 level must have one year of specialized experience equivalent to the GS-12 level in the Federal service. Examples of specialized experience are: Help plan the work of the section, help plan and conduct systematic reviews of accounting and financial reporting systems, investigate existing accounting systems, develop and maintain financial codes and classification systems, help design new or revised accounting reporting systems and analyze reporting requirements.

SELECTIVE FACTOR:  In addition to meeting the above education and experience requirements ALL candidates must have two years of experience with Oracle Federal Financials Release 12 (R12) which included being a member of an integrated project team for the implementation of Oracle R12, as a member of a financial management organization operating/supporting Oracle R12, or both.
