This position is located in the Food and Drug Administration, Office of Regulatory Affairs, Southwest Import District Office, Investigations Branch.  The incumbent is the first line supervisor in an ORA District Imports Office of an assigned unit of Consumer Safety Officers.  The supervisor is recognized as the authority over the program, functions, and activities of the unit. The supervisor is involved with regulatory issues which are difficult and sensitive.  Responsibilities also include technical and administrative issues which include planning, assigning, reviewing and evaluating the work and performance of those employees.

If selected for this position, you will:
-  Perform the administrative and personnel management functions relative to staff supervised
-  Establish guidelines and performance expectations for staff, which are clearly communicated through the formal 
employee performance management system
-  Develop and implement team-building techniques
-  Provide input on subordinate staff to the next level management for consideration in strategic planning and
budgets taking into account recommendations from team input

Basic Requirement:

Applicants must have successfully completed one of the following (A or B):

A. Degree: which includes at least 30 semester hours in one or a combination of the following: biological sciences, chemistry, pharmacy, physical sciences, food technology, nutrition, medical science, engineering, epidemiology, veterinary medical science, or related scientific fields that provide knowledge directly related to consumer safety officer work. The 30 semester hours can include up to 8 semester hours in statistics or course work that includes principles, theory, or practical application of computers or computer programming.
OR

B.
Combination of education and experience: courses consisting of at least 30 semester hours in the fields of study described above, plus appropriate experience or additional education. The quality of the combination of education and experience must be sufficient to demonstrate possession of knowledge directly related to consumer safety officer work and is comparable to that normally acquired through the successful completion of a full four year course of study with a major in the appropriate fields.

In addition to meeting the educational requirements, candidates must possess one year of specialized experience at the next lower grade:

GS-13: 52 weeks of specialized experience at least equivalent to the GS-12 level.


SPECIALIZED EXPERIENCE:  
Experience directly related to the position to be filled which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position.  Examples of specialized experience includes directing a program segment that performs technical, investigative, and professional work; planning work to be accomplished by subordinates.

TIME-IN-GRADE REQUIREMENT: (Must be met within 30 days of the announcement closing date)

GS-13: Applicants must have 52 weeks at the GS-12 or higher.

SUPERVISORY QUALIFICATION REQUIREMENT:  The candidate chosen for this position must serve a one-year supervisory probationary period if s/he has not previously been a supervisor.
 

DOCUMENTING EXPERIENCE:  In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description.  Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.


This position has an education requirement. You must submit a copy of your transcripts (or a list of your courses including titles, credit hours completed and grades) to document that you have met the education requirement. CONDITIONS OF EMPLOYMENT:
