The USPTO Office of the Chief Information Officer (OCIO) is looking for a strategic, energetic and enthusiastic leader to launch and maintain the next generation of automated systems for the agency. As the Director of Information Management Services (IMS), you will have a direct impact on the agency’s mission, and contribute to our nation’s economic growth. You’ll also be working with modern, evolving technology and infrastructure not seen anywhere else.

The IMS Director sets the strategic vision for, and evaluates, manages and oversees the next generation of customer facing information systems. We’re looking for an individual who has recent, comprehensive technical and management experience delivering high quality IT products and services in the areas of public information and collaborative systems, customer support, enterprise configuration management and records management.

IMS consists of the Public Information Services Group and four divisions: Customer Support and Monitoring, Collaborative Services, Enterprise Configuration Management, and Data Management. The Director of the Office of IMS serves as one of the five Senior Executive Service Directors reporting to the Deputy Chief Information Officer and serves as a key advisor in the area of Information Management at the USPTO. The IMS Director is responsible for managing and overseeing:


  • The delivery of quality information products and services to meet USPTO, public, and intellectual property community needs and ensuring the quality and integrity of the intellectual property data.
  • Access to collections of patents, trademarks, and related information through multiple nodes
  • The enterprise information repository, which contains enterprise-wide metadata needed to facilitate development and maintenance of automated systems.
  • USPTO data administration, records management and information collection programs.
  • Dissemination of information to the public on the use of patent and trademark information systems.
  • Customer support across the USPTO with software, hardware, network, desktop, and web services that shores up and maintains access to the USPTO’s IT assets.
  • Delivery of Tiers 1 through 3 problem resolution through routine help desk and advanced support, software and hardware installation and maintenance, troubleshooting issues and providing workable solutions in an ITIL and Remedy based environment.
  • Monitoring of electronic access and dissemination of the USPTO’s products and services and proactively responding to impending or existing disruptions in services through communication, coordination, and escalation as needed until the problem is resolved.
  • Maintenance of the content and context configuration item data of the Agency’s information technology infrastructure assets and services.

The Director must have an understanding of future trends and exhibit the ability to lead through change, drive innovation, and improve the technology and services provided to the Agency. The Director will lead major initiatives that span across Offices and will represent the OCIO and the USPTO, to policy-making bodies and work groups composed of governmental, public, and industry group stakeholders. Additional responsibilities include supervising direct reports and working autonomously and within a matrixed team. The Director of IMS will provide oversight and direction of:

  • The creation and execution of operational plans, policies and strategies to support the day-to-day management of enterprise-wide Agency technology services.
  • Recommendations on requirements for the usefulness of various electronic information products and services as well as system improvements
  • The identification and evaluation of marketplace alternatives
  • The availability of statistics, analyses and summary reports relating to patents and trademarks activity to meet the needs of USPTO executive management, Federal and foreign government agencies and the public.
  • The delivery of high quality communications to executive management, customers and other stakeholders on program results on all areas of assigned responsibilities.

The successful candidate possesses recent and comprehensive leadership and technical expertise described in the duties. Ideally, the candidate will have at 10-15 years experience in the areas described above and possess a degree in information technology or an IT-related field.

Professional Technical Qualification Preview:

1.  Describe a situation where your role was to select and implement collaborative services to a large (8,000+ users) customer base that had in house and remote users. Please be sure to include how you came to deciding on a product and obtaining stakeholders buy-in.

2. Describe your experience leading a team that has to educate non-technical users on a variety of media; specifically Tier 1 and Tier 2 Help Desk Issues. In addition please describe your experience educating non-technical senior leadership and stakeholders on updates on issues that affect an agency/business workforce.

3. Describe the process you used when you led a data management project. Please be sure to include descriptions on how you determined the tools needed to support the database, policies and standards implemented, and how you integrated a current system data into a new system.

4. Describe your experience building and/or managing a metrics- driven production organization that has satellite locations. Please be sure to include how you developed your strategy, defined the metrics, dealt with the organizational cultural changes, monitored and redefined these metrics as needed.

5. Please describe your role leading a system through an enterprise configuration management process.
