This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS).  The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level.  The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

MAJOR DUTIES: INTELLIGENCE SPECIALIST

 

·        Leads and perform network analysis team assessments, evaluates applicability of social network analysis tools for disruptive technology analysis, makes recommendations on tool and process investment to Squadron leadership based upon broad, administrative guidance

·        Serves as Squadron focal point for implementation of technology research and development related network analysis methodologies and social network analysis tool best use practices

·        Performs research and applies intelligence analysis techniques on multi-disciplinary data to determine the most prominent people, places, and programs for the development of foreign disruptive technologies; evaluates existing and develops new methods and procedures to obtain data for threat analysis; initiates proposals for tasking of internal and external organizations to supply information for analysis

·        Reviews and evaluates multi-source intelligence information to determine the applicable technical content  and validity;  selects the data which is significant to the specific  project or general subject area; develops methods and techniques for integrating information  into analysis of subject area involved; analyzes the significance  of current technological activities  and gives recommendations on the course of future developments

·        Prepares and compiles findings for informal and formal intelligence studies and databases by preparing written analytical reports, including appropriate graphs, figures, and tables along with verbal presentations in formats consistent with consumer needs, with a high degree of analytical independence

ADDITIONAL INFORMATION:  This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS.  This position is in the Excepted Service.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience at the next lower qualifying pay band or equivalent grade under the General Schedule (GS/GG) pay system or other pay systems.  To be creditable, your resume must further reflect specialized experience, demonstrating quality in the knowledge, skills, abilities and competencies to meet the requirements of this position.   Examples of creditable experience include:   Experience in a wide range of concepts, principles, and practices in a professional or administrative occupation, such as would be gained through extended graduate study or experience and skill in applying this knowledge to difficult and complex work assignments; or a comprehensive, intensive practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, or procedures; comprehensive knowledge of advanced concepts, principles, and practices of intelligence analysis and the ability to apply these concepts to the development of new methods, procedures, and approaches for foreign disruptive technology analysis.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):  Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 

1. Knowledge of social network analysis concepts, methodologies, related toolsets, and related information sources and of the full range of intelligence research  and collection  methods, techniques, and practices  and multi-source intelligence information systems to capture and report on data in order to develop intelligence capabilities and threat assessments, interpret policy, and commit  resources.

 

2.  Knowledge of advanced dissemination principles, concepts, and methods to disburse complex information/situations attained from multiple sources.

 

3.  Knowledge of the national intelligence community, Joint Command, DoD structure, organizations, and mission/functions, inter­relationships and operations.

 

4.  Skill in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes.

 

5. Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing collection requirement assessments that answer specific tasks to link and leverage agency capabilities.

 

6. Skill and ability to lead a team of analysts in the successful analysis of foreign people, places, programs, and processes related to the development  of emerging and disruptive technology research and development and ability to maintain control of classified  material; quickly assimilate disparate data, render knowledgeable and accurate assessments of the implication  of such data; make decisions, estimates,  and recommendations under conditions of urgency and pressure based on mature judgment and experience; and present and/or defend a position effectively.

 

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.  You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. 


 

ADDITIONAL CONDITIONS OF EMPLOYMENT:

1. Position is designated critical-sensitive and incumbent must be able to obtain and retain a Top Secret (TS) security clearance with access to Sensitive Compartmented Information (SCI).  A non-disclosure agreement must be signed.

2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program.  Employee must pass initial and periodic short-notice drug testing.  Illegal drug use by employees in sensitive positions presents a clear threat to mission of the Air Force, national security and public safety.

3. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.

4. Shift work may be required which may include overtime and/or irregular hours.

5. Prolonged period of sitting, reading and intense data analysis are typical.  This work is mostly sedentary performed in an office setting.
