JOB SUMMARY:

This position is located at the Voice of America's South and Central Asia Division (SCA) in Washington, DC. The incumbent serves as an Executive Officer responsible for the Division's financial planning and resource management and for a network of contacts with other agency elements to assure top-level administrative and fiscal support for the Division's program activities.

The Broadcasting Board of Governors is conveniently located within walking distance to the Green, Yellow and Blue Metro lines.

INTRODUCTION TO AGENCY:The Broadcasting Board of Governors (BBG), an independent federal agency, is an exciting, multi cultural organization that encompasses all U.S. civilian international broadcasting. The BBG is comprised of the Voice of America, which delivers high quality, multimedia programming in 44 languages to audiences worldwide; the Office of Cuba Broadcasting (Radio and TV Marti); the International Broadcasting Bureau, which provides transmission, administrative, and other support service; and three grantee organizations - Radio Free Europe/Radio Liberty; the Middle East Broadcasting Networks (Alhurra TV and Radio Sawa), and Radio Free Asia. Our staff of dedicated professionals serves as an example of a free and independent media, reaching a worldwide audience with news, information, and relevant discussions.

DUTIES:

Duties include but are not limited to the following:

~Serves as the executive officer with direct operational responsibility for all administrative and managerial matters affecting the Division, including but not limited to, all personnel matters (both staff and contractors), financial planning and resource management issues necessary to ensure effective operation of the Division's worldwide network.

~Responsible for budget/financial plan formulation involving all fiscal expenditures within SCA.

~Assigns actions to appropriate SCA offices and follows up to ensure implementation and optimum use of resources.

~Maintains close interface with field operations, both domestic and overseas, to ensure that programming initiatives and administrative requirements are accomplished and that VOA management interests are served.

~Responsible for all Division administrative matters, including, personnel management, financial planning, training, management and requisition of purchase order talent, effective and efficient management of space, office equipment, automated systems and other administrative support services.

~Oversees and provides day-to-day supervision of subordinate administrative assistants, contractors and a secretary in their performance of a variety of administrative and management services and activities (i.e. procurement/contract management, travel, time and attendance, budget monitoring and tracking, budget execution and personnel management).

Basic Qualifications: Applicants must have one year of specialized experience equivalent to the next lower grade level, GS-12, which is directly related to this line of work.

Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position.  Examples of such experience includes budget formulation, budget execution and cost accounting. Experience in and skill in the use of formal cost control management techniques.


 

Suitability Determination: If selected, you will be subject to a security investigation to establish your suitability for federal employment. The security investigation will include, among other aspects, a review of your credit and legal history.

This position may require you to serve a 1-year supervisory/managerial probationary  period.

 

If selected for this vacancy, you will be required to file the OGE Form 450 (Financial Disclosure Statement).

OTHER INFORMATION:

1.
