JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position: THIS JOB IS TEMPORARY NOT TO EXCEED ONE YEAR. MAYBE CONVERTED TO PERMANENT WITHOUT FURTHER COMPETITION.
This job provides the opportunity to support the mission of the Corpus Christi Army Depot; which is to overhaul, repair, modify, retrofit, test and modernize helicopters, engines and components for all services and foreign military customers. The Corpus Christi Army Depot (CCAD) is the Army's Center of Industrial and Technical Excellence for Rotary Wing Aviation Maintenance and is the world's largest helicopters overhaul and repair facility. CCAD serves as the depot training base for active duty Army, National Guard, Reserve and foreign military personnel. We also provide worldwide on-site maintenance services, aircraft crash analysis, lubricating oil analysis, and chemical, metallurgical and training support. Positions include those providing support to the maintenance of helicopters in a variety of shops or in an office setting. 

As a result of sequestration and budget shortfalls, Army is furloughing most of its employees for some amount of time during Fiscal year 2013. An employee in this position MAY be subject to furlough. If applicable, specific information regarding the administrative furlough will be provided to the individual selected for this position.

The Depot Production Management Supervisor serves as a Division Chief responsible for proving leadership, production management, planning and direction for a segment of the Directorate of Production Management (DPM) mission, such as Aircraft or Aviation Systems Program Management; through subordinate branch supervisors and senior/lead specialists. Division Chief works closely with the Director to implement Command/DPM policies and decisions, as well as all necessary operations to increase efficiencies and decrease costs. Reviews both immediate and long-range requirements based on workload forecasts and develops plans for meeting resource requirements.  Directs courses of action to accomplish assigned production management missions that incorporate tools available through Lean manufacturing techniques and Six Sigma process.  Supports the Logistics Modernization Program (LMP) Enterprise Resource Planning (ERP) solution to ensure depot products and services.  Participates with higher level management officials and subordinate supervisors in studying and developing recommendations concerning changes in work schedules, work techniques and standards; revisions to organizational structures, responsibilities, and relationships; and improvement and/or modernization of equipment, facility layout and workflow.

In order to qualify, you must meet the education and/or experience requirements described below.  Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.  Specialized experience is defined as:(1) Experience an advisory role to all management levels in relation to the life cycle management of aircraft maintenance or overhaul programs, defining objectives through the careful creation of measurements and long range plans; (2) experience in the coordination of projects and the cultivation of working relationships with multiple entities with interest in protecting and meeting the critical interests of Depot mission and vision; (3) Experience  in the management and direction of a organization’s budget with the use of LMP/ERP. (4) Experience in identifying and developing ways to resolve problems, coping with issues which directly affect the accomplishment of management goals and objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the GS-12 grade (or equivalent).
