JOB SUMMARY:

Hawaii Air National Guard

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard.  Selectee will be required to wear the military uniform.  Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.  Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

LOCATION: 154th Comptroller Flight, Hawaii Air National Guard Joint Base Pearl Harbor-Hickam, Hawaii.            
RECRUITMENT AREA: Present commissioned officers (O4 and below) or enlisted members of the US Armed Forces within the State of Hawaii.

SUMMARY OF DUTIES:

The purpose of the position is to function as the focal point for the Wing’s Financial Improvement Plan (FIP) and prepare the Financial Improvement and Audit Readiness (FIAR) Plan, as well as, advise the Comptroller and Wing Commander in all matters relating to FIP/FIAR. 
• Responsible for ensuring compliance with established FIAR Methodology which provides a step-by-step approach to achieve improved financial information and audit readiness.
• Ensures management defines and prioritizes processes into assessable units, assesses risks and tests controls, evaluates supporting documentation, and identifies weaknesses and deficiencies.
• Assembles and/or develops background data, information and documentation to support required FIAR analysis.
• Develops coordinates, and issues technical FIAR guidelines and instructions for the inspection of operational and support programs and systems at the installation level.
• Analyzes FIAR requirements and identifies any data variances to validate internal controls.

QUALIFICATIONS REQUIRED: If your resume does not include a narrative description of how you meet the GENERAL and SPECIALIZED experiences, you may lose consideration for this position. Ensure that the Questionnaire is completed on the Application Manager.

GENERAL Experience: Experience, education, or training in administrative, professional, technical, investigative, financial or other responsible work requiring analyzing problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing.  Experience using computer and automation systems.

SPECIALIZED Experience: Must have at least 12 months experience, education, or training validating financial data, analyzing unusual trends for corrective action, maintaining and researching records, and preparing reports.  Experience in correcting coding or other errors that result in computer generated rejects.

MILITARY TECHNICIAN COMPATIBILITY: Prior to placement in this position, the selected candidate must be assigned to a valid position in the unit of employment, and be assigned militarily to DAFSC 6F0X1, Financial Management and Comptroller or 65FX, Financial Management.


SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE

Education in schools above the high school level may be substituted for experience on the basis of one academic year of study (i.e., 36 weeks of substantially full-time study, or 30 semester hours or the equivalent).  The 30 semester hours credited must have included at least six semester hours in courses which are directly related to the type of work of the position.  To be creditable, applicants must submit transcripts, diplomas or other forms of completion certificates to provide verification of related courses.

b.  Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor.
c.  Permanent change of station (PCS) expenses may not be authorized for this position.  Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard.

d.  In addition to your application, documents of last performance appraisal must be submitted.  If the performance appraisals are not available, documents of past civilian performance, letter of recommendations, and or military performance may be submitted.  These documents will be evaluated as part of the selection process. 

e.  Applicants may be screened and evaluated on military attributes directly related to the compatible military position required to be assigned into, such as, but not limited to, military bearing, leadership, or ability to work with others (teamwork) in a military environment.

f.  Final selection will be based upon qualifications, suitability, and available manpower resources.

g.  Cost of living allowances (COLA) vary from island to island and is authorized only for those general schedule employees entitled to such allowances.  COLA is subject to change without notice.  
h. This temporary limited appointment may be converted to a non-temporary appointment without further competition.
i. If you are selected for this position, you will be eligible for health and life insurance and you will be covered under a retirement system.
j. This type of appointment is expected to extend beyond one year.  Separation will be preceded by a 30-day notice when services are no longer needed.  Permanent technicians will remain on permanent status if selected.

k.  This employer will provide the Social Security Administration (SSA) and if necessary, the Department of Homeland Security (DHS) with information from each new employee’s Form I-9 to confirm work authorization
