These positions are located in the Office of the Chief Information Officer, Office of Infrastructure Engineering and Operations (IEO), Enterprise Platform Services Division (EPSD), Software Services Branch (SSB) .  The Chief Information Officer (CIO) is the principal advisor to the Under Secretary and Director on the application of information technology (IT) to support and improve the Agency’s business processes. 

The Chief Information Officer (CIO) is the principal advisor to the Under Secretary and Director on the application of information technology (IT) to support and improve the Agency’s business processes. 

The Office of Infrastructure Engineering and Operations (IEO) provides day-to-day operational support for USPTO-developed applications.  The Office maintains the USPTO data center facilities, production hardware, and telecommunications infrastructure.  The Office leads the definition and evolution of the architecture for the USPTO-wide IT infrastructure, ensuring the proper development of that infrastructure, enforcing controls for new systems and applications, implementing necessary upgrades, and integrating applicable new technology.  

The Software Services Branch (SSB) provides technical services for enterprise applications that reside above the OS level, including mission critical systems, such as Active Directory, Exchange Email, Sharepoint, RightFax, Facility Management Tools and Anti-Virus.  The Branch is responsible for engineering and design, installation, configuration, administration, maintenance, upgrades, troubleshooting and all security aspects of these systems. The SSB will work towards maintaining the availability of all USPTO developed applications by working with the Application and Engineering Division and their Standard Operating Procedures.  SSB also provides all support for the Department of Commerce Email Infrastructure.

This position serves as a technical specialist, providing software services, such as  Active Directory and Exchange for both Commercial Off the Shelf (COTS) and Automated Information Systems (AIS) software across the USPTO enterprise.

The success candidate in this job:

 - Performs a wide range of software services on multiple medium to high cost, medium to high impact, and/or medium to high complexity of large scale COTS and USPTO developed AISs. 

- Provides technical direction in all aspects of software service, operation and delivery.

- Enhances the capabilities of these systems for existing functions and missions. 

- Provides technical direction, advice, review and evaluation of work in developing and supporting software services.

- Investigates available and advanced technologies of AIS processes and applies basic management principles to adapt software services to a variety of subject matter situations to increase scope, availability and resilience of such software services.

- Provides technical resolution for problems with existing software and related systems.

- Performs research to correct problems and inefficiencies, or to enhance complex software services.

You must meet the following United States Office of Personnel Management's (OPM) qualification requirements for the advertised position. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
Applicants must possess at least one (1) year, 52 weeks, of specialized experience equivalent to the next lower grade level in order to basically qualify for this position.  Applicants for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-12 grade level in the Federal service. Specialized experience for this position must include ALL of the skill sets. –Job experience in providing operational support of, clustered systems running Enterprise Commercial Off the Shelf (COTS) software in a multi-platform, multi-vendor environment;
AND
Skill Set 3 – Job experience in the administration and operation of enterprise wide COTS software for a user population in excess of 8,000;
AND
Skill Set 4 - 
Job experience in the following technologies: Windows 2008 Active Directory, Group Policy Management and Advanced Scripting Techniques.
